2Purpose
Inform VMAC members of the concept of using the
29th ID as a regional JTF to integrate T32
military forces with local, state and federal
agencies supporting incident response and
consequence management operations among the three
jurisdictions that comprise the National Capital
Region
3Background
- In the post 9-11 and post HURRICANE KATRINA
environment, the Governor of Virginia established
emergency preparedness as a priority for the
safety of the Commonwealths citizens - In accordance with the Governors guidance, I
directed the 29 ID to develop a Joint Task Force
capability to provide operational-level
synchronization, onward movement, and
integration, of military forces supporting Title
32 incident response operations - The intent is to improve coordination with
local, state and federal agencies in response to
state emergencies
4Concept - Problem
- Operations during the HURRICANE KATRINA response
and during OPERATION GARDEN PLOT (LA Riots, 1992)
illustrated two key points - The importance of a single T32 C2 headquarters
for the operating area and with
cross-jurisdiction authority when the operating
area crosses two or more civil jurisdictions - The importance of T32 operating area boundaries
that are synchronized with both local agencies /
jurisdictions as well as T10 forces in order to
simplify coordination among T10 / T32 / and DHS
(PFO) headquarters - How can a T32 JTF add value given this experience
and these types of environment?
5Vision
- A fully manned, trained, and equipped Division
Headquarters specifically trained and organized
to function as the nucleus of a Joint Task Force
in order to conduct planning, develop situational
understanding across the full spectrum of
military operations, and synchronization of
allocated T32 forces in support of civil
authorities.
6Mission
- Upon consent of the Governor of Virginia (and
other jurisdictions according to proposed
agreements) the 29 ID, in coordination with other
NG forces, forms a Joint Task Force and conducts
support operations in the JOA in order to save
lives, mitigate human suffering, and restore
critical services. O / O hands over support
operations to local / state authorities or
follow-on forces
7Key Tasks
- Establish working relationships with local,
state, and federal emergency management agencies - Establish a working relationship and common
operational approach to DSCA operations with the
JFHQ-NCR - Conduct response and recovery training
- Equip the headquarters to conduct operational
command and control in an interagency environment
8End State
- A Joint Task Force headquarters that is capable
of providing operational command and control of
T32 military forces allocated in support of civil
authorities
9Issues and Concerns
- Standardized / interoperable information systems
- Reduced staff due to on-going deployments
- Authorization, availability, and timeline for TOE
/ TDA equipment acquisition, maintenance, and
replacement - Budget / funding
- Unified operational approach that delivers
operationally-significant forces on a short
timeline in the JOA
