ABG 75 WORK CATEGORIES
  • The Agreement covers direct and indirect
    construction work i.e. which construction
    projects will be handled direct vice indirect
  • - Direct Work acquired by U.S. under US
    procurement law.
  • - Indirect Work acquired by German Govt.
    under German law.
  • Exceptions to Construction Projects being done
    via Indirect Work Must be Granted by German
    Authorities.

  • - Request for Design, Solicitation and/or
    Award. Multi-purpose form
  • to be used for any of the designated
    actions. Prepared by KO
  • upon receipt of appropriate
    documentation from RA
  • ABG 4
  • - Tender Acceptance Form used to recommend
    contract award. Must be
  • signed by KO and funding provided
    before contract can be awarded
  • by German Government Construction
    Authority (GGCA)
  • ABG 5
  • - Request for contract modification by the
    GGCA to the US. Must be signed
  • by KO and contain appropriate funds.

ABG 75 ROLES RESPONSIBILITIES
  • Contracting Officer (KO)
  • - Responsible for identifying special
    scheduling and security requirements
  • during the design phase (in conjunction
    with the RA)
  • - Ensure requirements are addressed in the
    contract (in conjunction with
  • the RA)
  • - Responsible for reviewing/approving
    proposed awardee
  • - Provide surveillance on a periodic basis
    (usually done by COR or
  • Proj. Eng.)
  • - Attend meetings between Bauamt, contractor
    and RA (minimum of 3
  • meetings per contract over 2-3 years
    Pre-Design, Pre-Construction,
  • Final Acceptance.)
  • - Process changes and modifications

  • Staatsbauamt (LBB)
  • - Responsible for the design of the project
    (in coordination with the RA)
  • - Ensure requirements are addressed in the
    contract (in coordination with

  • - Responsible for soliciting offers,
    evaluating offers, reviewing and
  • recommending proposed awardee in
    accordance with German
  • Construction (Building) Code
  • - Responsible for surveillance of the
    construction/performance of the
  • construction contractor.
  • - Schedules meetings between Bauamt,
    Contracting and RA (minimum of 3
  • meetings per contract life
    Pre-Design, Pre-Construction, Final
  • Acceptance.)
  • - Execute changes and modifications to design
    and/or construction

  • Requiring Activity (RA)
  • - Responsible for Statement of work, US
    Govt Independent Estimate (Separation
  • of funds, K- vs. L- account) and
    requesting secondary services.

    the project and that all requirements
  • are addressed in the design package(in
    coordination with the Staatsbauamt)
  • - Responsible for coordination and
    surveillance of the Staatsbauamts execution
  • of the project.
  • - Attends meetings between Bauamt, Contractor
    and Customers( Jour Fixe) as
  • necessary and required.)
  • - Request funding and coordinate changes and
    modifications to design
  • and/or construction
  • - Verify invoices for progress payment
