Draft Staff Study
  • Purpose - analyze the structure and working
    relationships of various Department of Defense
    Councils, Policy Groups, Committees, and Working
    groups in an attempt to place the Joint
    Environmental Surveillance Working Group (JESWG)
    under the most favorable position for proponent
    support and reporting hierarchy.

The Problem
  • Should the JESWG remain under ASD-HA as a
    functional working group of the JPMPG?
  • Should the JESWG become a policy group parallel
    in function and hierarchy to the JPMPG?
  • Is the JESWG limited to the DOEHS functions
    currently assigned or is the scope of its mission
    broader?

The Problem Continued
  • Should the JESWG be chartered under a different
    level of the ASD or Deputy Under Secretary of
    Defense (DUSD) structure, a different section of
    the ASD/DUSD structure such as Environmental
    Security, or Safety and Occupational Health, or
    other organizations outside of the ASD/DUSD
    structure?

Assumptions
  • The JESWG is performing functions that expand
    beyond its JPMPG Charter.
  • The JESWG needs higher visibility for DOEHS
    policy recommendations due to the split
    proponency of occupational and environmental
    health surveillance.
  • Due to the differences in function and procedure
    of the Secretariats versus Joint Staffs, the
    JESWG must provide both Multi-Service and Joint
    Operations guidance concerning DOEHS policy.

Assumptions Continued
  • The DOEHS responsibilities of the JESWG impact
    total Services functions rather than just Medical
    Readiness (e.g., Commanders Operational Risk
    Management Assessment).
  • The policies recommended by the JESWG may impact
    Army, Multi-Service, and Joint Operations
    functions other than medical.
  • Given the linkages between occupational and
    environmental health surveillance, and nuclear,
    biological, and chemical (NBC) issues, the JESWG
    has difficulty impacting Toxic Industrial
    Chemical (TIC) policy.

  • The JESWG must remain closely linked to medical
    readiness and the medical policy community.
  • The JESWG must be aligned with a level of the
    Department of Defense (DoD) structure that can
    promote rapid policy development and
    implementation.

  • The JESWG must be allowed to re-charter with
    expansion of its DOEHS mission to incorporate
    Multi-Service, Joint Operations OEHS
    considerations in concert with DTLOMP principles.
  • The JESWG must incorporate appropriate risk
    assessment and prioritization of TICs and
    Chemicals of Military Concern (CMCs) in policy
    recommendations.

    Committee under DUSD (IE).

    linked to the Environment, Safety, and
    Occupational Health Policy Board (ESOHPB) under
    the guidance of the under Secretary of Defense
    for Acquisition and Technology (USD-AT).
  • The JESWG is chartered as a working group under
    the Military and Veterans Health Coordinating
    Board (MVHCB).

Example Analysis
  • The JESWG is chartered as a policy group
    equivalent to the JPMPG and is linked to the
    PSHPC Council in the same manner as the JPMPG.
    This option meets all the prioritized facts. The
    PSHPC council coordinates with and contains
    representation from the entire relevant
    Secretariat, Multi-Service, Environmental,
    Safety, and Health offices within DoD. The PSHPC
    charter will require minor revision to include
    the JESWG as a PSHPC committee (task force/work
    group) element. Further revision of the PSHPC
    charter should include increased emphasis on
    deployment responsibilities in prevention, safety
    and health promotion. This option is a preferred
    recommendation.
