    clearly identified 1st in philosophy and then
    later in social science about the time of the
    emergence of the evolving population control
    (one or two children per couple) movement
    worldwide.

    1700s, (China) again in 1800s (Sociocultural
    Anthropology in Africa), and in the 1900s
    American Sociology as reference couples for
