  • Copyright topic for Latin America
  • - Started with lack of scholarly article
    representation on large global indexing services
    such as Elsevier, EBSCO, Wiley, Springer
  • - Also, absence of Spanish language content in
    many indexes.
  • ECL is a government authorization to negotiate
    licenses for a class of work to a collective
    organization. ECL is popular in Nordic countries
    and inquiries have gained attention for ECL in
    other countries.

  • Literature review and inquiry on ECL in Latin
    America indicated there was awareness but no
    country adopted ECL
  • ECL was also under consideration by the United
    States Copyright Office. They also concluded ECL
    would not be introduced into practice.
