• Precise description of quality material required
  to be procured for the purpose it is meant for
• OR
• It enables to confirm the receipt of material
  and inspection of goods by end user or at stores

• Description of purpose intended for

• The specifications shall be suitable to impart
  training as per the prescribed syllabus.
• Unbiased technical specifications shall be
  prepared without mentioning brand names,
  catalogue numbers, make model numbers
• While preparing specifications use BIS code
  numbers for standards wherever necessary.
