(N)NEC CDE from the RNLN perspectiveSubnet Relay
  • Introduction
  • (N)NEC SENECA experiment SNR
  • Conclusions / observations

The information provided is the personal and
professional understanding of the subject with
the clear intention to keep within the official
NLD plans and policy on NEC. The material used is
derived from several unclassified (formal)
briefings and open sources.
3
Introduction New NLD Defence organisation (2005)
4
Introduction Expectations (N)NEC
  • Increased military effectiviness by effect based
    operations
  • shared awareness reduction of friction and
    fog-of-war, friendly force casualties, improved
    force protection
  • Increased speed of command, higher tempo of
    operations, timely effects
  • Precision engagement from a safe distance
  • smaller, more flexible deployable units in a
    depleted battlefield
  • More capable of dealing with assymetric threats
  • DOTMLPF..I

5
Introduction NL Navy (N)NEC
  • Forward looking
  • Fully interoperable in National, NATO and
    Coalition OPS
  • Effort in network connectivity, procedures and
    operations
  • NEC naturally considered, obvious with
technology, followed by training, procedures i.e.
    all NEC dimensions
  • RNLMC leap forwards with NIMCIS (BOWMAN).

6
Concept development experimentation ( CDE )

7
International experimentation

Demonstration) US-NATO led, focus on new
technology
MAJIIC Multinational ISR-integration, NC3A-lead
Trident Warrior The major Forcenet sea trial
experiment

Operational NLD NEC Experiments SENECA
  • Joint distributed simulation en experimentation
    environment
  • Simulation Environment for NEC Assessment (SENECA)

9
CDE SENECA
  • The Seneca working group
  • - Create a robust and distributed joint NEC CDE
networked environment for NLD Defence org.
  • - Process NEC experimentation proposals
  • - Advise NEC board on priorities NEC experiments
  • - Initiate and monitor NEC experiments
  • Evaluate progress and reports/results of NEC
experiments and report to NEC board
  • Members Defence Staff, DMO (CAMS,C2SC)
    OPCOs.

10
CDE, where to start?
  • Knowledge of (N)NEC Transformation
    Operational planning (NRF)
  • Target architecture idea how to get there
  • Involve research labs like TNO, FFI,
    Qinetic/DSTL, DMO C4I lab etc.
  • Steer running projects (with old money) and
    allign requirements
  • Define smaller steps with limited- new money
    (experimentation) to fill the gaps
  • Know the limitations of procurement
cycle/process (not the same as fast track
    procurement)

11
CDE, where to start? ctd/
  • Start with keen and competent project manager
  • Produce project plan
  • Operational support throughout
  • Seek connection with NATO, Coalition developments
  • and work on SOR/MMR, operational concept,
    training etc.
  • Talk to industry about concepts, hardware and
    technology
  • Advertise N(NEC) aspects in order to get funding
  • Ensure proper reporting mechanism en make results
    available (English)
  • Spend a little, test as much as you can
  • and learn a lot!

  • 4 DEC 2007 National
  • Joint character (Land/Maritime)
  • 2008 International Interoperability tests
  • Partners NO, UK.
  • Exercise CWID 08 (NLD/NOR),
  • Oct. 08 (GBR/NLD) TW08,
  • Phase 2 UHF Broadband and HF

17
NOR/NLDSubNetRelay
National Flag
Subnet Relay (SNR) is an ad-hoc network providing
IP connectivity to disadvantaged platforms.
During CWID we will demonstrate SNR using fixed
and mobile nodes (vehicle as opposed to ships),
and a S5066 connection to Haakonsvern Naval base,
Bergen. This connection will provide live data
feed to the network.
3x5 inch Image or Diagram If you can control
resolution, at least 300dpi is preferable. This
resolution applies to National Flag and Crest as
well.
Trial Partners NOR NLD Navy Government
Sponsor MOD NOR and MOD NLD Status
Developmental CWID Objectives Met 2, 3, (1 Both
nation aiming to have this capability available
for NATO use by that time)
  • Trial Description
  • Interoperability testing of SubNetRelay as an
ad-hoc network between NOR and NLD in a static
    and dynamic environment.
  • Current Technical Objectives
  • Prove bi-lateral interoperability on
    transmission, network, security and application
    level.
  • Prove STANAG 5066 interoperability and connection
    to a SNR network.
  • Prove dynamic routing functionality on a tactical
    level.
  • Maritime position data input to NFFI
  • Value/Benefit Provided to the Warfighter
  • IP network for NATO, coalition and national
    applications in a maritime/joint environment.
  • IP connectivity for disadvantaged platforms.
  • Potential reduction on SATCOM cost.

Conclusions/observations
  • (N)NEC CDE is central for NLD transformation/
innovation of military capabilites (RNLN fully
    involved)
  • CDE needs vision drive
  • CDE needs to be internationally embedded
    (STANAG, research etc.)
  • CDE is not the same as fast track procurement
  • Industry can be a multiplier and catalyst
  • CDE is sometimes the only way to get operational
    capability to the warfighterquickly!
