9/11 11/26 have redefined Event Security
7
Terrorism is here to stay
  • Terrorism is a global phenomenon with no
    epicenter that can be
  • stamped out.
  • 9/11 and 11/26 prove that terrorists are getting
    increasingly innovative, are constantly
attacking , evolving, adapting and adjusting
    their modus operandi.
  • Terrorism factions are focused on attacking
centers of economy like NYC, London, Mumbai for
maximum impact thereby achieving their long term
    objectives.
  • 15 terrorist attacks in India in the last two
    years.

8
Aftershocks of 9/11 and 11/26 on Sporting High
Populated Events
  • Although actual terrorist attacks on sporting
high populated events have so far been infrequent
(The recent one was the attack on cricketers in
Pakistan), it is possible that you may find your
event caught up in a terrorist incident.
  • This might include having to deal with a bomb
threat or with suspect items sent through the
post or left in the event.
  • Terrorism can come in many forms, not just a
physical attack. It can take the form of attacks
on vital information or communication systems,
    causing disruption and economic damage.
  • Terrorism also includes threats or hoaxes
designed to frighten and intimidate. These have
previously been targeted at various events.

9
Challenges in Event Security
10
History of terrorist attacks targeting sporting
events
11
Event managers are now bringing security into
their DNA
  • Security is no longer viewed as an expenditure,
    but as an investment.
  • Event security plans are becoming more proactive
in nature with focus on four key areas -
security of the physical infrastructure, close
    protection of celebrities, crowd management
    disaster recovery mechanisms.
  • The marriage between IT and physical security is
being actively sought after to offer more
    effective and real-time surveillance.

12
Security Aspects during an Event
  • Production of the security plan based on risk
    assessment.
  • The formulation and maintenance of a search plan.
  • The formulation and maintenance of other
    contingency plans.
  • Liaising with the police, other emergency
    services and local authorities.
  • Arranging staff training.
  • Conducting regular reviews of the plans.

13
Managing terrorism at High Populated Events
  • Know your current threat level low, medium or
    high.
  • Maintain cordial relations with your local law
    enforcement agencies.
  • Audit your event location for all types of soft
and hard risks to include IT, security systems,
    processes, plans and facility security.
  • Partner with the licensed and referred service
providers for security, safety, intelligence and
    emergency response services.
  • Train, communicate and share information on a
    continual basis.

14
Steps to mitigate risk at High Populated Events
  • Identify the threats.
  • Decide what you need to protect.
  • Identify your vulnerabilities.
  • Identify measures to reduce risk.
  • Review security measures rehearse.
  • Review security and contingency plans.

15
Why were the Olympics incident free?
  • Beijing Olympics had a
  • 150,000 strong security guard contingent.
  • 290,000 volunteers.
  • 80,000 guards in the venue .
  • Safety departments at various work units, even
drivers of subway trains, buses and taxis were
    involved.
  • Visa rules were tightened. Travelers were asked
to show a return air ticket and a confirmed hotel
    booking before visa processing.
  • Anti-aircraft missiles were in place around the
"Bird's Nest" stadium, which was the centerpiece
    of the Beijing Olympics.
  • 2,000 surveillance cameras were placed across the
    venues.
  • 300,000 video cameras were used for discreet
    vigilance.

16
Event SecurityCompromises and Constraints
  • Limited budget versus infinite demands.
  • The security budget has to be proportionate to
    the level of threat.
  • Accessibility versus protection.
  • Security teams come into conflict with the
    expectations of celebrities delegates.
  • Technology versus timescales.
  • Elaborated security planning consumes more time
    to test the necessary infrastructure.
  • Multi-agency approach versus coordination
    overheads.
  • Critical issues shouldnt be overlooked at the
    interface between different security management
    teams.
