    within IEEE)
  • Vertical integration of different technologies
  • ACM SIGDA has strong growth
  • Open, multi-faceted organization
  • Covers many of the CAD needs
  • Strong university support
  • IEEE has no corresponding organization
  • Lack of coordination
  • Loss of relevance and members
  • CAD industry revolves around the EDA Consortium
  • CAD industry funding and activities bypasses IEEE

4
The case for an IEEE CAD council
  • An IEEE CAD Council can be instrumental in being
the focal point for CAD activities
  • Will bring value to IEEE and member Societies
  • Will coordinate CAD activities
  • A TAB ad hoc committee has studied various
    options and has determined
  • A Field of Interest for the council
  • A Constitution and Bylaws for the council
  • A set of links with Societies who would like to
    become members

of the design, analysis and verification of
hardware and embedded software up to and
    including complete working systems.

10
Value of Council to IEEE SSCS
  • The overall impact of the activities will be
larger than the sum of the fragmented parts
  • The council will start new activities
  • Attract and retain members
  • Generate new income
  • The council will have a strong technical
    character

11
SSCS AdCom Motion
  • That SSCS support of the formation of the CAD
Council and commit up to 10K seed money if
    necessary

13
Computer Aided Design
  • What is CAD ?
  • Computer-aided design is a set of technologies to
design systems using computational methods that
analyze and/or synthesize its circuits and
    components
  • What are the technology drivers ?
  • Systems on chips
  • Complete electronic systems integrated in a
    single die
  • Systems in packages
  • Systems consisting of multiple integrated or
    discrete components packaged together
  • Integrated circuits based on silicon or
    heterogeneous technologies, including nano
    technologies
  • Technology migration to ever smaller geometries
  • What is the state of the art ?
  • CAD has a vibrant industry (more than 4B/year)
  • System design is continuously challenged by
complexity (large scale) and technology (small
scale) issues, requiring continuously newer CAD
    tools

14
CAD Council new activities
  • For young member growth and retention
  • Ph.D. forum program at various meetings
  • Showcase best university graduate research
  • CADathlon competitions
  • Grow and reward best young professionals
  • Make junior IEEE members (student and recent
graduates) aware, proud and active in IEEE
    activities
  • For the CAD industrial community
  • Involve major CAD industries
  • Provide active link between Council and
    IEEE/Standards
  • Accelera, VSIA,
  • Involve industry in the definition of new
publications to become more effective in reaching
    out to the industrial world

15
CAD Council new activities
  • Exploit cross-disciplinary nature of council
  • New meetings
  • Design technologies for novel technologies, such
    as nano, bio-related systems
  • Explore the hot spots at the cross-road between
    traditional areas represented by societies
  • New publications may follow along this line
  • Use new web-based information and content
    delivery
  • Study and promote ways of providing essential
information to members on technology updates, as
complements to the IEEE Xplore repository
  • Links between technology, announcements, company
    values, etc.
  • Ubiquitous presence of CAD Council information
via novel, web-based delivery and member
    interaction
  • Engage IEEE members

16
Expanding existing activities
  • Linking some conferences with CAD industry
  • Coordinating world industry participation in DAC,
DATE and ASPDAC shows, to increase presence
  • Provide a more cost-effective means to showcase
    RD tools
  • Provide a good link between design and test
    disciplines
  • Provide a bridge to Computer Societys activities
    in test
  • Design and test are two faces of the same coin
  • Design for yield/reliability is a major issue in
    microelectronics

17
CAD Council new style
  • The CAD Council is meant to be a lean technical
    organization
  • Light administrative structure
  • Strong technical orientation
  • Volunteerism
  • Recreate a climate of volunteerism
  • Foster enthusiasm for IEEE within CAD industry
  • The CAD Council wants to be an example of an IEEE
    organization of a new style
  • Totally transnational
  • Innovative in nature
  • Less political
  • Fast communication
  • Embracing new technologies

18
Overall impact DAC
  • CAS is the only IEEE sponsor of DAC
  • The CAD field has expanded tremendously
  • In the physical design direction for DSM
  • Toward embedded systems and software
  • DAC has tried to be successful in Embedded
    Systems
  • Success has been very limited
  • DAC has sessions exchanges with ISSCC
  • Very well received sessions at both conferences
  • DAC needs the support of volunteers from
  • SSCS and EDS to support DSM work
  • CS and APS to support embedded and wireless
    system design
  • These needs are serious. If DAC does not open up
its perspectives, it will become obsolete and
suffer seriously the competition of DesignCon
  • DACs surplus is a major resource for IEEE and
the community. To keep the inflow, DAC must have
a bigger scope, and ride the technology wave

19
Overall impact ICCAD
  • CAS and CS are the IEEE sponsors of ICCAD
  • The CAD field has expanded tremendously, but
ICCAD has halved its attendance over 10 years
  • With an injection of new ideas, ICCAD can play a
    more significant role
  • Show the effectiveness of CAD methods to circuit
    designers
  • Attract engineers from SSCS and EDS communities
  • Branch off to application areas, such as wireless
    design technology
  • Attract engineers from APS community
  • The CAD council can position ICCAD as a
leadership conference better than the CAS CS
    societies alone
  • Provide links to the EDA Consortium
  • It is a shame that no IEEE Society has a tight
    contact with them
  • Use ICCAD as a venue for the Kaufmann award
  • Major industrial award in CAD

20
Overall impact TCAD
  • TCAD is the IEEE/CAS premiere journal on CAD
  • But TCAD has been loosing membership
  • The impact of TCAD is limited in CAD industries
  • Most engineers in the CAD industry
  • Read conference proceedings
  • Are not interested in mathematical details
  • The CAD Council can revitalize TCAD to be an
attractive journal for both industry and academia
  • Tie TCAD to the council technical activities
  • Provide links to EDA Consortium and industries
  • Continue to maintain very high standards

21
Overall impact DT
  • Design and Test is technically cosponsored by
    IEEE CS and CAS
  • It is co-published by CS and CAS, with a formula
that splits revenues according to subscribers
  • Design and Test has an untapped potential
  • Increase in readership by reaching both academic
    and industrial communities
  • The latter likes magazine style articles
  • Increase in advertisement revenue
  • By tapping EDA companies
  • The CAD Council can fuel a virtuous circle
  • More exposure of articles ? more readers
  • More readers ? more issues (go monthly)
  • More issues ? more publicity (from vendors)
  • More industrial readers --gt more exposure

22
Overall Impact CODES/ISSS
  • CODES/ISSS is the result of the merger of two
conferences sponsored by CAS and CS
  • Hw/Sw codesign is a fast growing area
  • The conference is not up to expectations
  • Too academically oriented
  • The CAD Council can take charge of making
CODES/ISSS the major system-level CAD conference
  • The council is more likely to succeed due to its
    focused mission and technical competence
