Introduction
  • Directorate for Standards and Quality (STAMEQ)
  • was established in 1984
  • is the Government Agency under the Ministry of
    Science, Technology and Environment
  • having responsibility to advise the Government on
    issues in the fields of standardization,
    metrology and quality management in the country
  • representing Viet Nam in international and
    regional organizations in the fields concerned.

STAMEQs main activities
  • To prepare the Rules and Regulations on
    Standardization, Metrology and Quality Control
    and summit them to the authorities for approval
  • To establish the organization system on
    standardization, metrology and quality control
    and provide methodological guidance for all
    activities of the above system
  • To organize the formulation of national standards
    and maintain the national metrology standards

  • To provide the quality system certification and
    product certification, testing and calibration
    laboratory accreditation
  • To implement the State supervision on quality of
    goods and measurement
  • To conduct studies on Standardization, metrology
    and quality control
  • To carry out the activities of information,
    training on standardization, metrology and
    quality control.

Organizational Structure
  • STAMEQ consists of 16 independent units with
    total staff of 700.
  • STAMEQ also supervises activities of the 61
    provincial, city departments of standardization,
    metrology and quality control which staff up 1,000

Standardization
  • Before 1990, standards were normally prepared by
    the ministries, research institutions and some
    state owned enterprises.
  • Since 1991, this job has been taken over by the
    Technical Committee (TCs) as guided by ISO.
  • Up to now, 79 TCs have been formed with the
    participation of over 600 members who represent
    the research institutions, management bodies,
    businesses, consumers and national standards
    body.

  • The percentage of national standards aligned with
    international standards is 27.4

Current Approaches to Standards
  • We continue to align our national standards with
    international standards. Alignment work is being
    undertaken consistent with the APEC Guide for the
    alignment of standards with international ones.
  • We adopt international standards where possible
    and used them as the basic for any national
    standards, in line with the WTO/ TBT Agreement

Product Certification
  • There are two kind of product certification
    scheme are operated
  • Mandatory Certification applied for those
    products regarding safety.
  • Voluntary Certification applied for others.
    Accreditation shall be by a Guide 58
    Accreditation body
  • Since May 1998, First party product
    certification scheme was launched through issuing
    regulation and procedure for enterprises to
    declare themselves their products in conformance
    with National Standards

Product certification (cont.)
  • Up to now
  • More than 500 companied in Viet Nam were
    certified by Local (QUACERT) and Foreign
    Certification Bodies to ISO 9000 and 15 others
    certified to ISO 14000
  • ISO 900 Quality Management System in Civil
    Service is widely introducing .
  • Many training courses on ISO 9000 and ISO 14000,
    GMP, HACCP, Product Certification, TQM ect. are
    conducted nationwide

Accreditation
  • Viet Nam Laboratory Accreditation Scheme (VILAS)
    was established 1995
  • VILAS adopts the international criteria set by
    ISO/ IEC Guide 25 and now ISO 17025 as
    accreditation criteria.
  • Is a voluntary accreditation scheme and open to
    any testing and calibration laboratory falling
    within the scope of the scheme and meeting its
    requirements

  • VILAS became a signatory of ILAC and APLAC MRA
    since October 2000.
  • Up to now, there are 88 laboratories have been
    accredited by VILAS.
