Who may apply?
  • Officers joining the service before 1996.08.01,
  • On local (or overseas) terms of appointment, and
  • Not in receipt of similar benefits under spouses
    employment.

For whom?
  • Unmarried and dependent children (biological,
    adopted, step) up to four in number,
  • Aged between 9 and 21,
  • In full-time education (short-term courses
    lasting for less than 6 months excluded), and
  • At a recognised educational establishment in the
    UK.

How Much?Rate of allowance effective 2005.04.01
on basis of 12-month cycle (normally tied in an
academic year from September to next August) for
child aged
  • 19 to 21 HK12,550
  • 12 to 19 HK25,100
  • 09 to 12 HK18,830
  • allowance for a cycle, during which a child
    turns 12 or 19, will be calculated
    proportionally

For how long?
  • A child may make the first ever travel to the UK
    as early as the beginning of the school term in
    which he / she reaches his / her 9th birthday,
  • The last travel back to HK may be taken within 3
    months from the end of the school term in which
    he / she attains the age of 21 (or becomes
    ineligible), and
  • Whilst the claimant remains in service with pay
    (including pre-retirement leave) throughout the
    school passage cycles.

For what expenses?
  • Fares for the air travels between HK and UK
    (single or return, direct or indirect journeys)
  • Airport departure tax / security service charge
  • Parent-in-lieu travels (to visit schooling
    children in the UK)

Payable associated benefits?
  • Travelling expenses in the UK (i.e. mileage for
    the 2-way overland trips between airport and
    school)
  • 2 return trips allowed in each cycle for a child
    aged below 19, and 1 return trip for a child aged
    19 to 21
  • Paid automatically to claimant
  • Unaccompanied Air Baggage Allowance (reimbursable
    for baggage expenses and items)
  • For the first travel to the UK on commencement of
    overseas education HKD510 approximately
  • The last travel back to HK on cessation of
    overseas education - GBP53.1 approximately

On the allowance
  • No advancement (from next cycle) / transfer
    (among children) of allowance is permitted.
  • Unused allowance balance in a cycle (up to 100)
    will be carried forward to next cycle.
  • Spending of the allowance may be by way of direct
    payment to travel agents or reimbursement.
  • Allowance cannot be earned during major school
    holidays unless the child will continue in the
    following school terms.
  • Parent-in-lieu passage to the UK must be at
    intervals of 12 or more months.
  • Allowance amount is taxable.

Claimants attention
  • Must report promptly any change in circumstances
    (such as transfer to another school, permanent /
    temporary cessation of overseas education) and
    application contents (such as flight dates,
    itineraries and charges).
  • Required to refund the overpaid allowance (i.e.
    the spent but unearned portion due to, for
    example, sudden change of a claimants service
    status and a childs early departure from
    school).
