DRRS
  • Department of Defense Readiness Reporting System
    (DRRS)
  • 1 August 2007

2
Purpose
  • To give Aviation Conference attendees
  • an overview of the DRRS program,
  • including an update on the latest
  • developments.

3
References (1 of 2)
  • Title 10, Section 117(a), United States Code
directs the Secretary of Defense to establish a
comprehensive readiness reporting system for the
    Department of Defense.
  • DoD Directive 7730.65, Defense Readiness
Reporting System (DRRS), meets Title 10
requirement. DRRS is designed to measure the
readiness of military forces and supporting
infrastructure to meet missions and goals
assigned by the Secretary of Defense.
  • CJCSI 3401.01C, Chairmans Readiness System.
DRRS supports and supplements current Joint Staff
(J3) Joint Quarterly Readiness Reporting (JQRR)
    requirements.
  • MCO P3000.13D, SORTS. DRRS complements, and
will gradually supplant, unit SORTS reporting
    requirements.

4
References (2 of 2)
  • USD (PR) Memorandum, dated 17 Jan 2006, DRRS
Implementation Guidance, Serial 3.0 extends DRRS
    reporting to include selected installations.
  • MCO 3500.26A, Universal Naval Task List. Units
report their readiness to execute their
    Mission-Essential Tasks (METs), which are
normally drawn from the Marine Corps Task List
    Chapter 3 of UNTL.
  • USD (PR) Memorandum, dated 10 Aug 2005, DRRS
    Implementation Guidance, Serial 2.0 directs
    Service-wide standardization of Core
Mission-Essential Task List (METLs) for like-type
units and monthly reporting in DRRS.

5
What Is DRRS?
  • The next generation Readiness Reporting and
    Management System
  • Capture Force readiness for COCOMS, CSAs, and
deployable entities through METs and Resources
  • Provide Global Visibility of Forces in support of
Contingency Sourcing, and Adaptive Planning (AP)
  • Enable Readiness system to Support Joint
    Capability Areas (JCAs)
  • Support implementation of Request for Capability
(RFC), Joint Task Force (JTF) readiness and COCOM
    Functional Area capability readiness management
  • Integrates with future systems

Net-centric Interoperable Supportable
6
DRRS Represents a Shift in How DoD
  • Thinks of readiness
  • Synonymous with capabilityWhat can forces do?
  • In the context of assigned missions
  • Measures force status
  • Focus on forces and missions
  • Includes COCOMs, Joint, support, operational
    units, and Combat Support Agencies
  • Assesses risk
  • Uses collaborative tools linked to near-real time
    data
  • Requires operational context What forces can and
    cannot do?

Mission Essential Task Lists Used in DRRS
  • Assess ability to perform METs to prescribed
Standards and Conditions in the following
    categories
  • Core Tasks
  • Fundamental design capabilities of an
    organization
  • Standardized for each unit type
  • Drawn from Service task list (MCTL)
  • METs Generated by Apportionment to Major War
    Plans
  • As Assigned in the JSCP (Level 4 Plans Only).
  • METs Generated by Named Missions
  • Named Operations (OIF, OEF, SFOR, KFOR, etc.)
  • Homeland Security Missions
  • METLS developed and reported when unit prepared
to deploy or provide gt25 of capability.

DRRS Challenges
  • USMC Policy
  • Under development. DoD policies are minimal.
    Joint policies do not exist
  • Input tool under development
  • Coordinated DIO/USMC effort is needed
  • Good start with 25 Jul meetingsustain
  • Emphasize coordination prior to releases
  • DRRS access permissions for HQMC
  • Cannot view or edit other units
  • Authoritative Data Sources none ready for
    validation/testing
  • USMC requested to confirm correct fields selected
    for MERIT, TFSMS, and MCTFS
  • Access to Utilities Query Tool for analysis
  • Business tools are not yet developed
  • Cant report effectively on more than one unit at
    a time
  • Cant archive data or export to
    Excel/Word/PowerPoint
  • Installation reporting guidance
  • Requirements??
  • OSD involvement???
  • POAM???
  • Communication

Essential for DRRS to be the single readiness
reporting system
