  • Trends in Standardization
  • Gary Fishman
  • ITU-T TSAG Chairman
  • ASTAP
  • Seoul, 4-7 August 2003

2
  • Trends in Telecom and ICT
  • Convergence
  • Next Generation Networks
  • Technologies optical, IP, wireless, .....
  • Applications security, mobile,
  • multimedia, ....

3
  • What will be standardized in the future?
  • The marketplace, technologists, users and
dreamers will propose the WHAT. These will be
    the future trends in standards.
  • However, Trends in Standardization and Trends in
Standards are not the same thing.
  • Trends in Standardization is the HOW

ASTAPSeoul4-7Aug2003
4
  • Trends in Standardization
  • Process right speed, openness, ease of use
  • Costs lower costs for SDOs and users
  • Funding Models who pays for what
  • Structure right structure to do work and
  • attract participation
  • IPR in standards RAND or Royalty Free

ASTAPSeoul4-7Aug2003
5
  • Trends in the Environment

ASTAPSeoul4-7Aug2003
6
  • Trends in Standardization
  • Examine some issues and trends
  • See how some national, regional and
  • International SDOs have adapted
  • Japan/TTC, USA/T1, Europe/ETSI,
    International/JTC-1

ASTAPSeoul4-7Aug2003
7
  • TTC
  • STRUCTURE PROCESS
  • - SWG draft standard went to WG WG sent to TC
TC sent to TA TA approved standard
  • gt eliminated TC level
  • gt Strategy Committee created to oversee WGs, set
work methods, create and delete WGs
  • APPROVAL PROCESS
  • - working level decision-making was based on
    consensus
  • - introduced majority voting

ASTAPSeoul4-7Aug2003
8
  • TTC (continued)
  • WORKING METHODS
  • - increased use of electronic working and
    paperless meetings
  • IPR policy revisions to harmonize wording with
    ITU-T Patent Policy
  • OBSERVATIONS Majority voting, faster creation of
WGs, e-working, harmonized wording of patent
    policy
  • TREND Create the right groups as needed,
    majority voting, RAND patent policy

ASTAPSeoul4-7Aug2003
9
  • Committee T1
  • Harder for members to host and attend meetings of
    Technical Sub-Committees (TSCs)
  • gt Smaller TSCs hotels wouldnt commit
  • gt Members had smaller travel budgets
  • Considered and rejected structural consolidation
    to fewer TSCs
  • Solution Co-locate TSC meetings, hosted by
    Secretariat, paid by higher dues
  • gt Shares costs among all members

ASTAPSeoul4-7Aug2003
10
  • T1 (continued)
  • OBSERVATIONS Used operational solution instead
    of structural mergers facilitated joint
    meetings reduced member costs combined
    attendance satisfied hotel requirements
  • TREND Funding model changed to shift costs from
a few members to all members innovative
    operational changes avoided disruptive procedural
    or structural changes

ASTAPSeoul4-7Aug2003
11
  • ETSI
  • Technical Organization Reform (TOR) report to
    ETSI Board
  • gt No perceived distinction between Technical
Committees (TC) and ETSI Projects (EP)
  • gt Only one type of technical group is needed
  • IPR Policy
  • gt Decided not to modify policy but to review
  • implementation of the policy, improve
    understanding and prepare implementation
guidelines, similar to what ITU-T has done

ASTAPSeoul4-7Aug2003
12
  • ETSI (continued)
  • OBSERVATIONS Subtle differences in working
    structures, while loved by standards
parliamentarians, are not meaningful to higher
levels in the organization nor to users of the
    output products
  • TREND Keep structures simple raise awareness of
    IPR policy implementation rules.

ASTAPSeoul4-7Aug2003
13
  • JTC-1
  • Much of initial work was done participation was
    dropping
  • Radical changes were attempted
  • - Proposals to flatten its structure failed
  • - Proposals to expand national delegations with
    company participation failed
  • - Attempts for fast-track approval of Publicly
Available Specns have not been successful
  • gt Rubber-stamping role was not attractive
  • gt Possibly would diminish parent body
  • revenue from sale of standards

ASTAPSeoul4-7Aug2003
14
  • JTC-1 (continued)
  • Successful areas
  • gt Started new work in biometric security
  • gt Instituted paperless meetings and balloting
  • OBSERVATIONS Having 2 parent bodies makes change
difficult new work preferred to rubber-stamping
work of others national standards are not
accepted as is as international standards
  • TREND Experts attracted by meaningful work, not
    internal reforms hierarchical decision-making
    reduces effectiveness finances are important

ASTAPSeoul4-7Aug2003
15
  • What can we learn from these trends?
  • The right work projects, created when needed,
    will attract experts
  • Keep structures clear and simple
  • Increase IPR awareness
  • Need a rational funding model
  • Change without disruption is possible

ASTAPSeoul4-7Aug2003
16
  • Why are so many SDOs looking at change?

ASTAPSeoul4-7Aug2003
17
  • Teenager Theory of Standardization Trends
  • Teenagers
  • - need to assert their own identity
  • - dont want to look like their parents
  • - dont want to act like their parents
  • Teens, and SDOs in their teens, will behave in
    strange ways
  • - some good and some not so good
  • - Some innocent and some serious
  • - Some lead to growth and some to errors

ASTAPSeoul4-7Aug2003
18
  • What comes next for standardization?
  • The elders should
  • - Allow questioning and growth
  • - Provide a stable environment
  • - Provide guidance, reason and consistency
  • - Accept that some change is inevitable and can
    be positive
  • Teenagers will find there is value in, and that
they can learn from, past experience
