    to two factors. He did not receive his doctorate
    until 1990 and in 1984 when he married he had his
    ancestral Sir name restored by a court in
    Colorado to Samuel He often uses Horn-Samuel or
    just Samuel.

  • For over twenty-six years, Dr. Kitt Samuel has
    served in both hands-on and consultative
    capacities for some of the nation's largest
    organizations and government agencies addressing
    the needs of physically and mentally challenged
    individuals as well as developing and
    implementing education modalities. He has worked
    in both the medical and social arenas as a
    consultant and director of programs addressing
    the particular needs of those targeted
    populations and researched, designed and produced
    adaptive equipment. Dr. Samuel holds title to
    numerous scientific and adaptive equipment
    inventions.
  • Dr. Samuel owns and has produced numerous radio
    shows across the nation for many years and has
    written and produced many plays and media
    productions winning awards nationwide
  • Dr. Samuel has extensive background in the areas
    of education, law and human services. He has
    been a Career and Academic Director of Program
    and Development for Cuyahoga Community College in
    Cleveland, Ohio and the Barona Indian Reservation
    in Ramona, California among other places. He has
    also developed, among others, a corporation that
    fosters small business development and
    entrepreneurial endeavors.
  • Dr. Samuel was a Co-Founder and Director of the
    Great Peace March for Global Nuclear Disarmament,
    which orchestrated cross-country marches in the
    United States of America, Mexico, Japan and the
    USSR to educate and voice the people's demand for
    global unilateral nuclear disarmament. In 1986
    the Nobel Peace Prize Committee of the Norwegian
    Parliament nominated the Great Peace March for
    the Nobel Peace Prize.

  • Dr. Samuel's own company, The THUNDERHEART
    FOUNDATION, is parent to services and businesses
    including, International Funding, a grant writing
    service. Dr. Samuel also owns Handle With Care,
    an international import/export business and The
    National Grantsmanship and Funding Resource
    Center, a company that provides grant writing
    grant writing seminars/ workshops and researching
    services.
  • Dr. Samuel has maintains a partnership position
    with Access International, a company that
    provides business, design and legal consultation
    to businesses for compliance with the Americans
    with Disabilities Act of 1992 (ADA).
  • Previous projects, consultations and
    collaborations include scientific, educational,
    technical and training presentations and
    materials white papers studies peer review
    dissertations presentation and marketing design
    and development and journals and periodicals.
  • Dr. Samuel has studies in Degree Programs in
    psychology, political science, paramedic
    medicine, criminal justice and educational
    achievements in health care, business management,
    education and law. Dr. Samuel earned his Ph.D.
    in Human Behavior from La Jolla University in
    June 1991.
  • Dr. Samuel has been a consultant on group home
    development to The Association Of Retarded
    Citizens, Friends of Handicapped Children, Circle
    of Homes and other like agencies in the states of
    Ohio, New Jersey, New York and California. Dr.
    Samuel is a specialist in group home development
    for the developmentally disabled and duel
    diagnosis and has worked as advisor and program
    developer for the YMCA on counseling and special
    programs.

  • In Cleveland, Ohio in 1977, Dr. Samuel
    established Western Reserve Human Resources, Inc.
    (chartered in 1979) which remained in existence
    after he moved to San Diego, California in
    1983.Under the auspices of Western Reserve Human
    Resources, Inc., Dr. Samuel developed,
    implemented, funded, chartered, supervised and
    participated in several outreach programs
    including drug counseling, race relations,
    intercultural relations and academic and career
    programs.
  • Dr. Samuel worked with and/or served as a member
    of the Board of Directors of the Affirmative
    Action Council on setting up recruiting programs
    for academic and career pursuits, with the Urban
    League, Youth Service Coordinating Council,
    Cuyahoga Community College, the Comprehensive
    Employment and Training Act, Summer Youth
    Employment Act and the Juvenile Justice
    Delinquent Prevention Act. He also worked with
    the Affirmative Action Council and the Civil
    Rights Commission to implement, explain and
    enforce Affirmative Action concepts in academic
    and professional communities.
  • Dr. Samuel has served as an Academic and Career
    Counselor regarding government programs and
    benefits for an Indian Reservation near Lakeside,
    California in 1984-85.
  • Dr. Samuel developed extensive city, county,
    state and national networks of support staff,
    advisors and information banks to achieve
    comprehensive outreach, recruitment and social
    service programs networking with both public and
    private agencies.
  • While attending Cuyahoga Community College in
    Cleveland, Ohio, Dr. Samuel was Vice President of
    the Student Life Program and was in charge of the
    Student Senate Committee with the Academic and
    Counseling Office regarding minority recruitment,
    housing, financial aid, academic and career
    counseling, tutoring, escrow credit programs and
    social service programs.

    procedures. Also maintained was comprehensive
    information on government Title Communities (i.e.
    Titles X and XX) and ethnic description and
    minority program targeted areas to include block
    grant programs. This was a nationally listed
    "800" telephone number available to any person or
    organization, public or private.

  • The Juvenile Center also targeted an interaction
    between siblings to further alleviate lost and
    secluded feelings among siblings and understand
    and support each other's emotional redevelopment.
  • Dr. Samuel has worked in and with the legal
    departments of the NAACP, the Urban League,
    Project Push, UNICEF and the ACLU. Some of his
    memberships include Community College Association
    of America, Brotherhood of United Colleges and
    Universities, Kiwanis, Civitan, Vietnam Veterans
    of America, Rotary, the Black Caucus, Post
    Secondary Education Association and Mu Phi Beta
    and many more.
  • Dr. Samuel has worked extensively in public
    relations and has become a sort of "media magnet"
    during the course of promoting and implementing
    his various programs. He belongs to an extensive
    and comprehensive number of support organizations
    and associations and has made it his business to
    belong to any and all civic, educational and
    professional organizations and associations that
    would help him to interface and network with the
    community base for liaison, public relations and
    funding purposes to achieve maximum benefits and
    exposure for the programs and policies he is
    developing.
