Nuclear Weapons Accident Incident Exercise
(NUWAIX) Scheduling Management
Issue 08- 002 Control of NUWAIX Joint Event Life
Cycle and exercise budget should go to the
responsible Combatant Commander Discussion IAW
DOD Directive 3150.8, DOD Response to
Radiological Accidents, dated 13 Jun 1996,
Geographical Combatant Commanders (GCCs) shall
plan for, establish, maintain, and exercise
Response Task Forces (RTFs) to manage actions
required to respond to a radiological accident.
Furthermore, each responsible GCC shall conduct
an RTF exercise at least once each year. The
scope and duration of the exercise will be
determined by the sponsoring command. Currently,
the Assistant Secretary of Defense for Nuclear,
Chemical and Biological Defense Programs
(ASD(NCB)) conducts oversight of DODs response
capabilities by managing DODs national-level
exercise program the Defense Threat Reduction
Agency (DTRA) serves as the DOD lead for
coordinating DOD radiological accident response
planning, training and national-level exercises
with other Federal agencies and the Services
train and equip RTF forces to respond to
radiological accidents. CDR USNORTHCOM position
is that NUWAIXs need to be recognized as part of
the National Exercise Program (NEP) to ensure
full Interagency integration, and intends for
USNORTHCOM to be the lead in the planning and
execution of all NUWAIXs conducted in his
AOR. Endstate Policy is developed by ASD(NCB),
DTRA provides the responsible GCC technical
assistance with exercise design and control, and
the Services continue to train, equip and
exercise RTFs once per year as prescribed. The
responsible GCC has overall lead for the
scheduling, design and control of NUWAIXs in the
respective AOR. POAM USNORTHCOM receives an
appropriate portion of annual DOD NUWAIX budget
Services properly POM for their Title 10
responsibilities DTRA retains funding for NUWAIX
technical aspects in support of GCC exercise
requirements. DODI is being rewritten and OSD has
decided the funding will not transfer. OPR

National Transition Training Plan

Issue 08- 011 The National Exercise Program
(NEP) establishes a Transition Training Program
which implements key elements in the Federal
Interagency Heightened Alert Concept Plan
associated with a Period of Heightened Alert
(POHA) Discussion The Transition Training
Program is a quadrennial Presidential election
year cycle of NEP events designed to introduce
new and transitioning Principals of departments
and agencies and other key officials to existing
policies, plans, and capabilities, as well as
possible to identify potential shortfalls, based
on strategic estimates of threat and risk. It is
a series of briefings, seminars and exercises for
transitioning senior officials on USG policies
plans and capabilities for incident management
and crisis coordination. One goal of the
Transition Training Program is to motivate
intense, early interaction between principals of
departments and agencies and their emergency
program staffs (i.e. Ops Centers) that provide
them support within their organizations. The
Federal Interagency POHA Concept Plan is in final
coordination and represents a Federal Strategic
Plan for maintaining operational continuity
during the upcoming 2008-2009 Transition period.
The NEP Transition Training Program supports this
Concept Plan. No additional funding requirements
are expected other than those associated with
CEP/JEP exercises Endstate The culmination of
the NEP Transition Training Program is a capstone
NEP Tier I Exercise in July 2009 which will serve
as an immersive experience for the senior
officials. An expected outcome of the program is
senior-level questioning of both internal and
interagency processes. POAM As outlined

Prioritization and De-confliction Of Combatant
Command Exercises

Issue 08-014 No overall Synchronizing
authority to prioritize and re-conflict combatant
command Exercises Discussion Limited Service
resources (forces, funding, exercise support)
preclude the ability to support all combatant
command exercises, particularly JCS-sponsored.
Authority must be given to an agency that can
synchronize all combatant command exercises into
one prioritized list that the Services can use to
guide resource allocation. Without a list, the
Services will simply rack and stack based on
their own priorities. De-confliction of
exercises is linked to this as well. In the
past, major combatant command exercises (ex.
Terminal Fury, Foal Eagle, Austere Challenge)
have occurred back to back, limiting the
services ability to support. In the future,
exercises must be spaced further apart, moved, or
cancelled. De-confliction decisions of this
nature should be based on guidance. The
prioritized list of exercises can serve as that
guidance. And decisions based on that guidance
executed by the appointed synchronizing
authority. Recommend OSD/JS set the policy and
USJFCOM as the Joint Trainer be appointed
synchronizing authority. Endstate. OSD/JS
appoints USJFCOM as synchronizer of
JCS-sponsored combatant command exercises with a
charter to vet and produce a prioritized list of
JCS-sponsored combatant command exercises and a
fully de-conflicted JCS-sponsored combatant
command exercise schedule. OSD/JS publishes a
prioritized list of JCS-sponsored combatant
command exercises in the Programs Goals and
Objectives guidance as well as the Program
Execution Plan each fiscal year. POAM CE2 SLT
conduct review at WJTSC 08-2 and provide initial
recommendations to Tri-chair during WJTSC 08-2.
