The Model Staffing Initiative brought 195
teachers to the 25 participating New Vision
Schools for the 2008 hiring season.
  • New Visions MSI schools hired
  • early, with over 60 of hiring occurring in May
    and June
  • candidates with high input indicators, which
    national research indicates a potential to
    increase student achievement.

Source DOE salary reports provided by NYCDOE
Human Resources as well as self-reported data
from applications. Since voluntary transfers do
not complete a district application, we are
missing data for much of that pool. Data in
this presentation will report on the 195
classroom teachers that were hired to the 25 New
Visions MSI schools (unless otherwise noted)

The goal of the Model Staffing Initiative (MSI)
is to improve student outcomes by increasing
teacher quality.

Train school hiring teams in effective hiring
strategies through workshops.

Staffing Support
Provide individualized staffing assistance, refer
candidates schedule interviews, conduct
tailored hiring events.
Recruit and screen candidates for quality and fit.
Collect baseline data on past hiring, conduct
focus groups, track data on vacancies and quality
of new hires.

107 of the 195 teaching vacancies filled this
year were in subject areas designated critical
shortage areas by the NYC DOE.

New Visions MSI new hires have an average of 2.9
years of teaching experience, and 34 have more
than 4 years of experience.

To combat attrition of the most desirable
candidates due to late hiring, we worked with
school leaders to identify and fill vacancies
early.
  • 65 of MSI school vacancies were identified by
    the end of May.
  • New schools identified 57 of their vacancies by
    March 31.
  • 61 of all vacancies were filled by the end of
    June.
  • 100 of vacancies identified within one week of
    the start of school were filled by the first day
    of school.

Although the MSI is a partnership to staff
schools that draws on the existing applicant
pool, TNTP also implemented a targeted
recruitment campaign to ensure a robust pool of
candidates
  • TNTPs recruitment campaign for New Visions
    yielded over 3,400 eligible applicants in 2008.
  • At least 1,400 of the applicants to New Visions
    schools responded to the targeted recruitment
    prior to applying to teach with the NYC
    Department of Education.
  • By recruiting candidates that may not have
    applied to teach in New York City public schools,
    the MSI significantly expanded the applicant pool
    and provided New Visions schools with greater
    choice.
  • Of the 195 total new hires, 30 were teacher
    candidates that were recruited directly through
    the New Visions MSI recruitment campaign (and
    were not reached by the districts standard
    recruitment efforts)
  • The remaining newly hired teachers were
    identified through the TNTP MSI staffs rigorous
    screening and review process of candidates from
    pools including NYC Teaching Fellows, Teach for
    America, and NYC DOE new hires.

As of July 7, over 1400 eligible New Visions
candidates were unique to the NVMSI database
according to data pulled from the New Teacher
Finder. Since all candidates are required to
apply through the NYC DOEs New Teacher Finder in
order to be hired, we cannot determine the number
of additional unique applicants after July.

The MSI focused on ensuring principals had early
access to a high quality applicant pool.

In 2008, principals were granted access to the
New Teacher Finder during the week of May 6.
Prior to that, principals did not have searchable
online access to candidate resumes through the
district. Principals do not receive targeted
referrals from HR staff through the New Teacher
Finder. First DOE career fair held in the
Bronx on June 3 as per notice from TEACH NYC.

Principals participating in the New Visions MSI
were extremely satisfied with the support and
hiring impact of the initiative.
Effective Staffing 86 of all participating
principals agreed that the MSI increased their
ability to staff their schools effectively. Posi
tive Impact on School 100 of principals
responding to a teacher quality survey agreed
that their new hires have made a positive
difference in the school environment. Student
Achievement 94 of
principals responding to a teacher quality survey
agreed that they have evidence to believe their
new hires will have a positive impact on student
achievement.
This is one of the best support systems New
Visions provides to my school. 2008 MSI

Aggressive recruitment and early hiring led to a
strong incoming cohort of new hires in the New
Visions MSI schools.

  • Comparison NYC Teaching Fellows
  • Teaching Fellows alternative certification
    program has a rigorous selection process and
    targets high-performing candidates, making this
    pool an ambitious point of comparison.
  • Data suggests that New Visions MSI schools were
    able to be equally or more selective than NYCTF
    in hiring candidates this year.
