    Site Council.

Responsibilities 1. Establish the Council

Develop the site plan with input from other
advisory groups.

  • 6. Monitor progress of plan implementation.
  • 7. Assess effectiveness of planned activities.
  • 8. Evaluate implementation of plan and resulting

Why do we have an
?
ELAC
  • An ELAC is required for each school with 21 or
    more ELs.
  • Meaningful advice and consultation on

    programs and services for ELs.
  • CA Ed. Code 62002 62002.5 35147.
  • Coordinated Compliance Review (CCR).

Administrative Circular No. 4Response Form Due
Date October 1
  • The ELAC is composed of elected members, thus
    elected officers the committee.
  • The ELAC must have at least three members
    chairperson, vice chairperson, secretary.
  • Ballots sent to all parents of ELs for election
    of officers.
  • Returned ballots counted and kept for
    documentation.
  • Newly-elected officers receive training about
    their responsibilities.

Delegating ELAC to SSC
  • Once an ELAC is FORMED and TRAINED . . .
  • Officers may vote to delegate ELAC authority to
    SSC.
  • Voting results are documented in ELAC meeting
    minutes.
  • SSC votes to accept ELAC authority and documents
    acceptance in minutes.

ELAC within SSC
  • The ELAC no longer exists as a separate entity.
  • (There is no ELAC!)
  • SSC assumes ELAC roles and responsibilities
    these actions must be documented in regular SSC
    meeting minutes hereafter.
  • SSC authority is valid for two years, then new
    ELAC formation, training, and an election to
    delegate to SSC must be held.
  • Compliance IssuesTranslate SSC minutes
    concerning ELAC issues and include in school
    newsletter to show intent and effort.

Required ELAC TasksFor Separate ELACs AND SSCs
that have assumed ELAC Responsibilities!
  • Advise principal and staff about issues relating
    to programs and services for ELs.
  • 2) Conduct a school needs assessment.
  • 3) Review and discuss the schools annual
    language census.
  • 4) Establish and follow through on plans to make
    parents aware of the importance of regular school
    attendance.

DELAC Representatives
  • For separate ELACs
  • Elected DELAC rep who is a parent of an EL or
    RFEP student is REQUIRED.
  • For SSCs that have assumed ELAC
    responsibilities
  • DELAC rep is HIGHLY recommended.
  • SSC should elect or assign a DELAC repan EL
    parent, non-EL parent, site certificated or
    classified staff member.
  • The ELAC Rep brings DELAC meeting information
    back to site ELAC or SSC.
