COCOM Submission Background

• JTPG (CJCSI 3500.01C) of 15 March 2006 tasks
  COCOMs to
• Annually provide USJFCOM with high-interest
  training requirements for USJFCOM assigned
  forces. The submitted requirements should
  consist of a short statement of a specific and
  actionable training requirements (similar in
  fidelity to a training objective) based on a
  warfighting gap or seam, that can be mitigated
  through training. Each short statement should be
  linked to a relevant Universal Joint Task.
• Mission Training Requirements - WJTSC Issue
  06-032
• Tasked COCOMs to present to and discuss
  requirements with JFCOM.
• JS/J7 JSAP requested COCOM submissions NLT 31 Jan
  07 (to support WJTSC 07-1 briefing and JTP
  production timeline).

2009 Issues

• How should Force Providing COCOMs (particularly
  USJFCOM) develop their Tab Hs (COAs)?
• USJFCOM solicits Training Requirement nominations
  from COCOMs (2008 JTP model) via JS J7 JSAP?
  (Requires geographic and functional components to
  provide input on time and in format requested.)
• or
• USJFCOM (like all other COCOMs) develops its JTP
  (including Tab H) independently, and (like all
  other COCOMs) not staff its JTP with other COCOMs
  (becomes an internally developed and staffed
  document, as is the case with all other COCOMs).
