No other country has an institution comparable to
the American school board, where responsibility
for and authority in education rests in local
hands. This local responsibility assures that
local public schools are flexible and responsive
to community needs.

Purpose of School Boards
In Cecil County, the newly elected school board
gives direction to the Superintendent and the
staff by formulating and adopting sound
educational goals and policies. These goals and
policies set forth the purpose of the school
system and describe the organization and its
programs. They create a framework within which
the Superintendent and the staff can carry out
their responsibilities.

Board Powers and Duties
The school board is an entity that acts only when
its individual members meet together in legal
session. It is the school board, not the
individual members, that has authority over the
affairs of the County. Its major responsibilities
include

Policy-making
School boards set policy based on a sound
philosophy of education as the basis of their
County school operations. Policies cover every
aspect of school operations including
employment of staff, administration of pupil
services, student placement, educational
programs, instructional material, academic
standards, attendance, discipline,
communications, school facilities, equipment,
finance, support, and other services. The
responsibility for implementing policy may be
delegated to the Superintendent.

Board-Superintendent Relations
The board is responsible for recruiting and
hiring an Superintendent who will translate the
boards policies and direct the County school
system into action. Although boards attempt to
refrain from being involved in the day-to-day
operation of their schools, they do follow up on
the administration and operation of the schools,
and may require periodic reports for purposes of
evaluation.

Evaluation
Boards direct the continuous assessment of all
conditions affecting education. This includes
monitoring student achievement, correcting
programs as needed, ensuring that all school
functions work together, providing appropriate
staff and board training, and fulfilling the
governance responsibilities required by law.

Budget and Financial Responsibilities
In consultation with the Superintendent and
County Board of Commissioners, the board approves
and an annual budget based on the educational
plan of the district. The board supervises the
execution of the budget, reviews school system
accounts and business procedures, and provides
for an annual audit of the accounts as required
by law.

Public Relations
The board serves as a link between the school
system and the public. Boards build public
understanding and support of public education,
the public in demanding better education and help
to establish a climate for change when change is
necessary. In order to be effective, boards must,
through formal and informal means, keep their
local citizenry informed and keep itself informed
about the wishes of the public.

School Board Elections
To legally qualify for election to a school
board, a person must be a United States citizen,
at least 18 years of age, and a resident of the
county for at least _____ years preceding the
election.

An Elected School Board
The Cecil County Board of Education consist of
five voting members, with one member elected from
each of the five county commissioner districts.
Elected members will serve staggered four-year
terms and may not serve more than two terms. The
Governor appoints new members to fill vacancies
on the board.

Student Member
In addition to the five voting members, the board
will include one non-voting student member who
serves a one-year term. The student member must
be in the eleventh or twelfth grade and is
elected by high school students in the county.
The student member may not attend executive
sessions of the board unless invited to do so by
an affirmative vote of a majority of the board.

Member Dismissal
Upon notice and an opportunity for a hearing, the
State Board of Education may remove a county
board member for immorality, misconduct in
office, incompetence, willful neglect of duty, or
failure to attend scheduled meetings. A member
who is removed has a right to a de novo review in
circuit court.

The county board must annually select a president
and a vice president from among its members. The
president of the board receives 4,000 annually
and other voting members receive 3,500. Board
members are also entitled to reimbursement for
expenses of up to 1,000 annually. The Cecil
County Commissioners may increase the
compensation levels.
