Our basic principles
  • Carolina North will support the universitys
    mission and
  • provide a sustainable community with a mix of
    uses
  • offer a range of housing for university
    employees
  • will be built wisely on land already cleared
    (airport)
  • will protect environmentally sensitive areas
  • support public education, providing a school
    site
  • achieve fiscal equity with the towns.

7
Agreement with others

    social)
  • Mutual benefits for stakeholders
  • Address need for housing and schools
  • An open campus that respects nearby neighborhoods
  • Revenue neutral or positive for the towns
  • Network of trails and greenspaces

8
Issues to resolve
  • Transportation
  • Open space
  • Mitigating environmental impacts
  • Timing of detailed studies
  • Implementation of principles

9
Our view of guiding principles
  • Principles are touchstones. They are high level
    in nature and not measurable.
  • Principles guide a process they are not
    specifications.
  • Think of planning for Polk Place in 1920s
principles guided last building (Dey Hall)
    completed in 1964.
  • Some details may have changed over time, but
plans still adhered to guiding principles.

10
Our hopes for the LAC
  • We are committed to an open dialogue that leads
    to guiding principles.
  • We hope that the LAC will
  • carefully consider previous planning and input
  • respect the urgency of our needs and enable
    timely action
  • regard the previous reports and principles as
    positive starting points for discussion
  • help us lay the foundations for our submissions
    for development approval
  • open lines of communication and strengthen
    working relations
  • reach consensus on guiding principles for
    development of Carolina North.
