What are E-911 Phases
  • Phase 0 Wireless carrier delivers voice only to
    appropriate PSAP.
  • Phase I Wireless carrier delivers address of
    cell sector origination and call back number to
    appropriate PSAP.
  • Phase II Wireless carrier delivers latitude and
    longitude of location of 911 call. Some carriers
    will also deliver uncertainty or confidence
    factor.

Qwest Integration Trials (Pre-FOA)
  • Qwest conducted a Pre-FOA trial in Colorado
    Springs CO in early 2002. Purpose of this trial
    was to
  • Integrate E3, E5, E12 and E2 interfaces.

    J-STD-036 (MPC, PDE, MSC, BSC, ALI, PSAP CPE).

Qwest FOA and Accuracy Trials
  • Conducted 2 end to end trials in Colorado
    Springs, CO (Lucent) and Pottawattamie County, IA
    (PCSAN).
  • Testing included end to end 911 calls with PSAP.
  • Validated accuracy and live 911 Phase II call
    scenarios.
  • Both scenarios were focused on rural and suburban
    settings.

Key Learning's from Deployments
  • PSAP should be concerned about CAD and ALI format
    changes.
  • PSAP must have Rebid functionality programmed
    within CPE.
  • Audio break up at call set-up and during rebid.
  • Accuracy of Cell site data impacts accuracy of
    location fixes.
  • Cell site calibration used to enhance network
    timing and hybrid fixes shortened from 6-8 hours
    per cell site to 20 minutes.
  • PSAP readiness must be completed before a carrier
    can deploy.

Class of Service descriptions WRLS or MOBL or
CELL Non-Phase 2 carrier making a 911 Phase I
call. No Phase 2 information will be
available. WPH1 Phase 2 carrier making a 911
call. Phase 2 data was not available at call
set-up, however rebid will provide Phase 2 data.
Note Rebid will only work for calls that utilize
an A-GPS handset WPH2 Phase 2 information
either provided at call set-up or at the time of
rebid. Dispatcher can continue to rebid as long
as call is still set-up. (Phase 2 fix can not be
provided if call has been disconnected).
Latitude and Longitude of Location provided by
PDE Displayed in Decimal format.
Uncertainty Factor This number is displayed in
Meters. The number tells the 911 operator how
many meters the latitude and longitude provided
is within the actual fix. For GPS fixes this
number will be very small and for AFLT and hybrid
fixes this number will be medium to large.
Default Phase 1 data should always display as
77778. This data may be different at time of
deployment, however shortly after a default range
will be used.

Phase II Call Flow
  • Wireless Subscriber will dial 911
  • PSAP will receive voice call and data on ALI as
    E-911 Phase 1 format.
  • PSAP call taker will rebid ALI 15 seconds after
    call set-up and Phase 2 data will repopulate ALI
    with Latitude, Longitude and Uncertainty Factor
  • For easy reference, during our trial the
    uncertainty for a P1 data stream always displayed
    77778 in addition to the COS displayed as
    WRLS
  • When Phase 2 data is acquired, the uncertainty
    level will be much lower (lower the number the
    better results) and the COS will change to
    WPH2.
  • The PSAP call taker can continue to rebid the ALI
    if they desire location fixes for a moving
    vehicle. The caveat to this is that the rebid
    activity can only occur every 15-20 seconds.
  • NOTE It is currently anticipated that the call
    flow will change in 2Q03-3Q03 when PDE version
    5.0 is implemented. Quick fix feature will
    provide capability to provide a location fix
    within 8 seconds. This software has not been
    tested in a commercial environment and could be
    delayed.

Handset Sales
  • Qwest began selling its first A-GPS capable
    handset on 01/31/03.
  • Initial sales of handsets is between 10-20 of
    all new handset sales with minimal marketing or
    education to sales force.
  • A-GPS handsets being sold in all markets.
  • Multiple handsets offerings need to be offered to
    meet 50 and higher benchmarks.
  • On target to achieve all FCC benchmarks regarding
    handset sales.

Challenges and Issues
  • Accuracy improvements using AFLT and hybrid
    technology.
  • Routing and providing Phase 2 information at
    call set-up versus requiring PSAP to pull
    Phase 2 information after the call has been
    routed. (PDE software release 5.0 should provide
    this functionality)
  • PSAPs requesting service from QW must align CPE
    upgrades within six months of request. If these
    upgrades do not happen, QW will be in a position
    to deploy in other areas where the upgrades have
    been completed delaying deployment.
  • Processes will need to continue to be improved
    upon to improve efficiencies of resources that
    are required to enable deployment.
  • Handset sales will need to be monitored on a
    monthly basis to assure penetration metrics can
    be achieved.
  • Removal of Latitude and Longitude on a WPH1
    ALI record.
