ARC Evaluation Overview
  • Step-by-step instructions on how to coordinate
    on, submit and monitor an evaluation.
  • All members must have a vPC-GR account
  • Routing provided through vPC-GR Dashboard
  • Roles assigned within Dashboard by Role
    Administrator
  • E-signature Wet Ink signature supported

ARC Evaluation Overview
  • vPC-GR Dashboard access through AF Portal or ARPC
    Web sites
  • http//arpc.afrc.af.mil
  • Dashboard, Rater/Ratee MPF/CSS tutorials are
    available on ARPC public Web site
  • www.arpc.afrc.af.mil/library/PSD/index.asp
  • MPF or CSS may initiate Evaluation. (See MPF
    /CSS tutorial for details.)
  • Rater drafts IMT and begins coordination. (See
    Rater /Ratee tutorial for details.)

Dashboard
Enter the vPC-GR Dashboard and select the
Worklist tab to coordinate on an Evaluation.

Coordinator Pending Action
The coordinator may be notified of pending action
through Dashboard Click on the entry to
highlight and then click on the Open
Coordination link to open the Coordination form
and begin.

Coordination Cont.
There will be members whose primary duty will be
to act as quality control and to guard against
inaccuracy and exaggeration. These coordinators
can go over any previous coordination by
highlighting and clicking on and an entry. Only
one previous coordination may be viewed at a
time. Select the most recent coordination and
click on the Display button to view the most
current IMT.

IMT Quality Review
IMT available for review suggested corrections
must be made on the vPC-GR coordination form, in
the Coordination Remarks section Do Not alter
the IMT.

Copy IMT and Remarks
Since there were no changes made to the IMT,
click on the Copy previous OPR/EPR without
changes link located under the Updated IMT
Attachment area in Current Coordination. Then
enter comments (canned statements are available
use the drop down menu) and suggest any
corrections in the Coordinator Remarks box.

Return to Sender
If corrections are required before further
coordination can be made, then the member must
return the Evaluation to the previous coordinator
along with guidance of what changes to make.
Type additional rater signature block and
annotate last performance feedback.

Select Next Coordinator - Role
Once the evaluation is reviewed, it may be sent
to the next rater/ coordinator. Use the drop
down menu to select a specific Role (Unit CC, MPF
Management) or search for an individual within
vPC-GR. Forward to next coordinator by clicking
the Submit button. A message will indicate
that the next coordinator has been notified and
there will be an option to view the summary
report.
Note Roles within Dashboard are assigned by a
Role Administer. Contact your PSM if you have
any questions.

Summary Report
The two-page summary report will provide the most
current status, issue , due date component,
unit, initiator, date submitted, previous
coordination/ remarks and to whom it was sent.

Final Review
The approving authority opens the coordination
form and can review any previous coordination by
clicking on and highlighting the entry. Only one
previous coordination may be viewed at a time.
Select the most recent coordination and click on
the Display button to review the most current
IMT.

Copy IMT
After reviewing IMT, click on the Copy previous
OPR/EPR without changes link located under the
Updated IMT Attachment area in Current
Coordination. Then enter comments (canned

Remarks/Roles
After final review and approval, use the drop
down menu to select the Rater as the next
coordinator. The Rater will begin collecting
signatures on the final draft IMT. Click the
Submit button. A message will indicate that
the next coordinator has been notified and there
will be an option to view the summary report.

Signature Collection
  • The Rater and Additional Rater will make final
    corrections and may sign the final draft after
    the close-out date. (See Rater tutorial for
    details.)
  • If e-signature is not available, then guidelines
    for Wet ink signature collection should be in
    place. Repeated scanning of the document would
    degrade its quality so hand carry the original to
    each member for signature or establishing a
    centralized signature collection point is advised.

The coordinator opens the coordination form and
can review any previous coordination by clicking
on and highlighting the entry. Only one previous
coordination may be viewed at a time. Select the
most recent coordination (the final draft) and
click on the Display button to view the IMT.

If there were no changes made to the IMT, click
on the Copy previous OPR/EPR without changes

area. Otherwise, Add the updated IMT to the
Attachment area. Then enter comments (canned
statements are available use the drop down
menu) in the Coordinator Remarks box.

The coordinator now uses the drop down menu and
selects the next coordinator to send the final
draft IMT to. Click on the Submit button. A
message will indicate that the next coordinator
has been notified and there will be an option to
view the summary report.

Final Approval - Signature
The final approving authority opens the
coordination form and can review any previous
coordination by clicking on and highlighting the
entry. Only one previous coordination may be
viewed at a time. Select the most recent
coordination (the final draft) and click on the
Display button to view the IMT.

E-Signature
Review IMT before signing. E-sign the IMT by
clicking on the signature block. If you are
unable to use e-signature then you will have to
use a wet signature.

Signing Evaluations
  • Digital signatures must be used for all
    evaluators and reviewers.
  • Once a digital signature has been applied, it
    cannot be deleted.
  • If one evaluator or reviewer is unable to access
    digital signature then all evaluators and
    reviewers must hand sign and date the report.
  • Forms must be digitally signed with a Common
    Access Card (CAC). In the few instances where
    CACs or CAC reader access is not available a
    Wet ink signature will be required.
  • If a report is a referral, Wet ink signatures
    on the hard copy of the report will be required.
    Wet ink signatures will be required on all
    referral reports.

E-Signature Validation
The following pop-ups will appear, follow this
process to digitally sign the IMT. 1. Digital
Signature Viewer - Select Sign 2. Select Your
Signature Identity Select your name from the
list and click okay. 3. Digital Signature Viewer
- Select OK to use valid e-signature.

Signature displayed
Electronic signature and date will now be
annotated save IMT to system. If e-signature
is not available then follow locally developed
guidelines for wet signature collection.

Upload IMT
Upload the IMT form (that should already be saved
to your system) browse to find the specific
file and attach the document to the Updated IMT
Attachment area. Click on the Add button.
Then enter remarks (type them in or canned
statements are available use the drop down
menu) in the Coordinator Remarks box.

Additional Attachments
Use the attachment box in the Additional
Attachments window to add any documents related
to the evaluation. This includes Referral
Letters, Rebuttal Letters, and AF Form 77. You
will need to select a row within the window and
select the Add button to add an attachment in
that row. A browse window will appear to allow
location of file. Up to five files may be
attached to the attachment field each no larger
than 5MG.

Submit to ARPC
  • The Rater will collect the Ratees signature and
    ensure that the evaluation is submitted to ARPC.
