Program Management (EEPM) launched. - Umbrella Contract will be Required to participate
in EEPM. - LIW Program Application will be required and
submitted through EEPM.

- ONLY a specific (Limited) amount of Funds will be
placed in each Project Option on a Monthly basis. - The Funding will be added each month and once it
is exhausted you will need to wait till the next
month for the funding to be added to the Project
Option. (except November 2009)

92009 Low Income Weatherization Program
- CHANGES
- This will allow funding to be available for the
entire Program Year. - Geographic Adjustment - 15 (Additional)
geographic payment adjustment for all measures,
outside the seven county metroplex area. The
metroplex area included Dallas, Tarrant,
Rockwall, Denton, Collin, Johnson and Ellis
counties. - Measures will have different values based on
Measure Life.

10Small Project Option
- Single family customers (tri-plex or less)
individually metered - Cannot participate in Large Project Option or
Multifamily Project Option - 500 minimum with a maximum of 5,000 per
Production Report, one submittal per week - Weekly Production Reports, may be submitted any
time during each week with the last PR submitted
by the date set for program close - Service Provider may not receive more than the
lesser of 260,000 of the SPO budget or 20 of
LIW funds, inclusive of Affiliates. - No Subcontractors

11Large Project Option
- Single family customers (tri-plex or less)
individually metered - Energy Efficiency Service Provider completes on
line application and submits, prints hard copy of
application, completes the PDF agreement,
affidavit of affiliate status on line (high
lighted areas) and submits agreement, Affidavit
of Affiliate Status, signed and dated, hard copy
of application and proof of required insurance
for approval. - Monthly PR cannot exceed 50,000, yearly maximum
is lesser of 600,000 or 20 of LIW funds,
inclusive of Affiliates. - Monthly Production Report, may be submitted any
time during the month with the last PR submitted
by November 2009 or prior to Program close. - May participate in Multifamily Project Option but
not the Small Project Option

12Multi-Family Project Option
- Energy Efficiency Service Provider completes on
line application and submits, prints hard copy of
application, completes the PDF contract,
affidavit of affiliate status on line (high
lighted areas) and submits agreement, Affidavit
of Affiliate Status, signed and dated, hard copy
of application and proof of required insurance
for approval. - Only multi-family properties (four-plex or
greater) individually metered. All projects must
comply with LIW SOP requirements - Submit one property per application, must be
completed within 30 days of approval, and may not
invoice until property is completed - No security deposit, providing all Agreement
requirements are met - Requires pre-approval of site before work starts
- Must participate in Large Project Option

13Eligible Measures
- Whole House Air Infiltration - Requires Sponsor
to successfully complete a Training class that is
instructed by RESNET Quality Assurance Designee
(QA/QC Certified Trainer) and have one person on
each site treated, in the program, that has
successfully completed training class instructed
by a RESNET Quality Assurance Designee (QA/QC
Certified Trainer) or be a certified HERS Rater. - Whole house leakage requires blower door test at
50 pascals - Insulation - (Attic, Walls, Floors)

- Duct Efficiency Improvement - Requires Sponsor to
successfully complete a Training class that is
instructed by RESNET Quality Assurance Designee
(QA/QC Certified Trainer) and have one person on
each site treated, in the program, that has
successfully completed training class instructed
by a RESNET Quality Assurance Designee (QA/QC
Certified Trainer), or be a certified HERS Rater.
- All Duct testing will require leakage to the
outside testing _at_ 25 pascals. (combination blower
door/duct blaster) with majority of the duct
located in an unconditioned space.

15Eligible Measures (cont)
- Water Heating - (replacement, wraps, pipe
insulation, showerheads, aerators) - ENERGY STAR Windows, Refrigerators, Clothes
Washers Dishwashers - Solar Screens
- HVAC Retrofit (14 SEER ENERGY STAR minimum)
- (listed on CEE web site www.ceehvacdirectory.org/
) - (Service Provider will be required to submit
equipment manufacture, model numbers for - duct, whole house infiltration. All Insulation
measures and ENERGY STAR window - measures.)

16Program Requirements
- Pre-inspection must be done for wall and floor
insulation - Contact the program manager for appointment
time - CFLs only 3 CFLs per hollywood light fixture.
(CFLs must be placed in an area that will have
at least 3 hours burn time daily during peak
time) - Priority one measure must pass inspection in
order for you to be paid on the other measures. - Insulation R-0 means nothing exists
- Insulation R-30 means just that. Allow for
settling. R-29.6 does not pass inspection

17Checklist for Applying to Participate
- Submit an electronic completed Umbrella Contract,
- Submit an electronic Project Application,
- Mail to Oncor a hard copy of the Project
Application, - Mail an executed hard copy (signed and dated) SOP
Agreement that is downloaded from the
application, completed on line and printed from
EEPM, - Required insurance accord (From Insurance
Agency), - Completed Affidavit of Affiliation,
- Evidence of good credit rating,
- Assume Name Certificate filed with County and/or
State, - Copies of Training certificates, Licenses, or
Rater certificates should be included if
applicable in the Project Application or mailed
to Oncor - The hard copy of the application, SOP Agreement,
completed Affidavit of Affiliated status,
documents as described and insurance accord must
be received by Oncor within five (5) business
days of Internet submittal.
