Partnership
- Founding Operational Partners ETSI of Europe and
TIA of the United States of America - Founded May 2000 in Washington D.C.
- Aimed at producing technical specifications for
digital Mobile Broadband Technology Beyond 3G in
accordance with the advanced needs of Public
Safety users and their organisations - Fully open to the participation by further
Partners
3Background and Significant Events
- Internationally organized Crime/Terrorism are
increasingly facilitated by communications
technology surpassing that currently available to
Law Enforcement - A Mutual Recognition Agreement (MRA) between the
United States of America and the European Union
in the field of telecommunications equipment has
been established facilitation international
operation - The EU-Treaty of Amsterdam raised the EU Police
cooperation from national level to Union level,
further facilitating international cooperation
4Political Preparations
- The Federal Bureau of Investigation (FBI) has
been empowered by the US Government to work with
the EU on cooperation regarding Public Safety and
Law Enforcement matters - The EU Commission has established the EUROPOL
office mandated to coordinate specific areas of
Law Enforcement between Member States - Effective Disaster Response involving
multinational response forces is becoming an
issue of greater importance, in particular on a
global scale
5Project MESA
- One globally applicable suite of Mobile Broadband
Specifications B3G aimed initially at the
professional market within Sectors of Public
Protection and Disaster Response including Public
Safety/Law Enforcement, Emergency and Distress,
Civil Defense and Security/Surveillance - First International Standardization Partnership
to address technology Beyond Third Generation
(B3G) - Technical Specifications driven by globally
harmonized user requirements and scenarios - Spectrum Matters in preperation by ITU-R for WRC
2003 through the MESA Partners and the regional
authorities of its Members
