Diagnose
  • Latin America and Europe have a long tradition in
    science and technology cooperation.
  • However, four main trends/problems could be
    identified from the LA side
  • The cooperation is more academic than
    technological
  • Its functioning is more personal based than
    institutional based
  • Lack of a policy that could establish a priority
    agenda and a budget for the cooperation and
  • The information concerning the context of and
    opportunities for cooperation is precarious.

    activity.
  • It is an activity that demands novel conceptual
    resources

    evaluated in order not only to verify the
    achieved results but also to permit
    re-orientations of the actions being
    implemented.

Brazilian Nowadays Setting
  • Perception of the need for the discussion and/or
    adoption of conceptual models, policies and
    rules for guiding the international cooperation
    practices
  • Setting up of procedures and tools that could
    demonstate the advantages of the international
    cooperation activities and also to facilitate and
    improve them.

  • Project B.Bice and BB.Bice

A successful initiative
  • In October 2005 the activities of Project B.Bice
    were initiated.
  • The project was supported by funds of the 6th FP.

What were the main activities?
  • The aim of B-BICE was to foster and enhance the
    cooperation in Science, Technology and Innovation
    STI between Brazil and the European Union.
  • The Bureau acted as a mechanism to improve the
    participation of Brazil in the 6th and 7th
    Framework Programmes, through the identification
    and dissemination of information concerning
    research priorities, possible partners,
    preparation of project proposals and use of
    financial mechanisms.

  • Another additional function for B-BICE was to
    keep a permanent contact and flow of information
    with the other three Latin American countries
    with bilateral cooperation agreement in ST with
    the EU Argentina, Chile, and Mexico in order
    to look for a coordination and integration of the
    four countries when dialoguing with the EC and
    preparing and presenting project proposals in
    response to the FP calls.

How its activities were organised?
  • B-BICE activities were organized in five main
    actions
  • Establishment of a web site
  • Development of a data base
  • Realization of meetings and workshops
  • Development of training activities concerning how
    to set up a proposal and
  • Establishment of procedures and mechanisms for
    partner finding.

What were the results?
  • Establishment and maintenance of a comprehensive
    web site
  • Development of a data base with institutional
    information not fully realised
  • Establishment of a help desk on 7th FP matters
  • Diffusion of information concerning
    opportunities in the 7th Framework Programme.

  • Improvement of the Brazilian participation in the
    calls of the 7th FP.
  • Contribute to an EU-LA dialogue on STI.
  • Establishment of a coordination mechanism with
    similar offices in Argentina, Chile, and Mexico,
    in order to promote a synergy among them, and
    also to prepare joint research proposals in
    response to FP calls.

The new B.Bice
  • On December 2007 the European Commission
    announced the approval of a new project with the
    main objective of maintaining the activities
    initiated by Project B.Bice.
  • The Project BB.Bice will cover a three years
    period, and is installed in CDT/UnB and
    Ibict/MCT.
  • The project was initiated on October 2008.

  • Besides maintaining the majority of the former
    activities the project has included new ones
  • Analytical activities development of studies
    evaluations and surveys
  • Mapping activities - development of activities
    and events aimed at identifying priorities for
    collaboration and
  • Coordination activities improve and expand
    contacts with European institutions (governmental
    and non-governmental), and also with information
    platforms offices in other ICPCs countries (e.g.
    South Africa, India, South Korea and China).

  • European enterprises, research institutions and
    universities do not have information regarding
    the Brazilian competences in STI
  • There are still deficiencies in Brazil regarding
    procedures for international co-operation in STI
    (web sites in English)
  • Lack of dissemination materials regarding
    Brazilian competences in STI (mainly in English)

  • Demand for setting up a data base, which includes
    information of both Brazilian research
    institutions and technological based enterprises
    (bilingual)
  • The collection of information will not be
    exhaustive, since the objective of the data base
    is to serve as an instrument that could mainly
    help European institutions or researchers to know
    about the Brazilian developments in RD and
    find/contact which institution has this RD
    capacity.

  • The data base will permit the development of two
    products
  • The first will be a data base of institutional
    nature, which will be structured having as
    reference the 10 FP7 thematic areas in order to
    facilitate the international co-operation actions.

  • The second will be the elaboration of texts, as
    booklets (in English and Portuguese), which
    content will characterize for each of the ten FP7
    thematic areas and their sub-themes, the national
    competence in RD and which are the main research
    institutions and enterprises that develop the
    investigations.
  • These booklets will be distributed in Europe.
