NSC Modification
  • The GEF/SGP NSC has been extended to a
    representative of NCCCV and the NAPA expert
  • The UNDP is represented, on behalf of the RR or
    DRR, in the NCC
  • The NCC is the decision body for the CBA

Country Programme Development
  • NGOs, CBOs, Local councils, Women organizations
    and all other relevant bodies in the selected
    districts will be involved in making proposal and
    implementing projects
  • NGOs at national level will also be involved when
    the project require particular expertise to
    address major issues at the local level.
  • The SGP grantees in the CBA districts will
    mentor the potential CBA grantees

  • Once the CBA Strategy is adopted, all the
    potential local bodies will be trained in the GEF
    SPA and adaptation concerns.
  • The NCC members will be a part of the trainers.
  • The outcomes of the training should include
    understanding of project requirements, capacity
    for successful proposal writing, and introduction
    to CBA-specific ME requirements

Strategies and Support for Project Development
  • The CBA will be launched at the district level
    and potential grantees will be trained on the SPA
    requirements, guidelines of writing proposal etc.
  • Gov extension services will help potential
    proponents in making proposal
  • Donors/Intl NGO can help communities to make
    proposal when they are willing to co finance the
    project

  • Use our convention with US Peace corps to help
    communities in making good proposal
  • The CBA PA will help and assist potential
    grantees in improving the quality of their
    projects
  • Site visits for project ex ante evaluation

Mains steps of launching CBA at country level
  • The GEF/SGP/ NC informed the UNDP CO and NSC and
    all SGP stakeholders on the aims and the
    implementation of the CBA
  • The GEF/SGP NC and its NSC the NCCCV/NAPA
    Committee were met to define the TORs and
    composition of the CBA NCC.
  • Put in place the joint/extended CBA NCC
  • NAPA documents have been reviewed and the most
    vulnerable districts have been selected
  • A consultant was selected and a field visit
    conducted in the selected vulnerable districts in
    order to define the adaptation priorities at
    local level

Mains steps of launching CBA at country level
  • The consultant has submitted the draft of the CBA
    prodoc based on the field consultation
  • The CBA NCC has reviewed the prodoc and submit it
    to the national workshop for its validation.
  • The CBA Country prodoc including the selected
    pilot sites has been finalized and adopted
  • CBA draft CPS has been discussed within the NCC
    and sent to the CBA Management Unit (NYC) for
    consideration

Major issues beyond CBA
  • To test the suitability and the adequacy of the
    local adaptation techniques used and find
    affordable alternative solutions.
  • To set or reinforce the Research-Action-Developmen
    t units that will develop affordable alternative
    technologies to be used at the community level to
    address adaptation issues.
  • To set a capacity building mechanism of
    vulnerable communities in order to adopt the
    appropriate technologies.

Major issues beyond CBA
  • To set rural community radio (vicinity) to inform
    populations on weather forecasting in order to
    allow them to adjust their cropping calendars.
  • The suitability of adaptation mechanisms VS
    social and cultural threats environments.
  • Willingness of communities to adopt or not
    technologies which are not productive in short
    term.
