4Context What does the AHRQ HIE Project Include?
- AHRQ HIE project is a Demonstration Project,
intended to be the foundation for a full-fledged
HIE. - Initial Technical Solution ( 3 year contract)
- The exchange and sharing of Laboratory and
Medication History for clinical and coordination
of care purposes - 9 Data Sharing Partners
- 5 Pilot User Sites (locations, not individual
users) - Option to modify contract to add more data
elements, more data sharing partners, more data
users contingent upon additional funding
5Technical Solution Details
- Technical Solution during the three year
contract period includes - Initial hardware servers, operating system,
networking and security infrastructure, 4
processing environments - Software HealthShare application (clinical
viewer, a web-based front end) Quadramed MPI
probabilistic matching algorithm, Health
Language - Data repositories (at the EDS data center)
- Audit trails
- Help desk
- Maintenance and operations system monitoring 24
x 7 - Security Plan, annual testing and reports
- Disaster Recovery Plan, annual testing and
reports - System documentation
- Training IT state or RHIO staff as needed (not
end users) - Transition plan

- Optional services that can be added to the
contract during and up to an additional 4 years
include - Adding more data categories to exchange including
but not be limited to - Reports (emergency department and hospital
discharge summaries pathology, cytology,
outpatient procedure, radiology reports, etc.) - Additional patient phone contact information
- Administrative (health plan) data, specifically,
insurance eligibility information (Insurance
coverage and benefits, etc) - Child health data (link to KIDSNET integrated
database) - Medication allergies
- Imaging data

include - Adding additional data sharing partners and end
users - Providing additional integration services to
support interoperability of the RI HIE System
with other information exchange infrastructures,

technical support and maintenance - Providing operations support and hosting services
