Principles
  • A main motion must be disposed of before another
    can be introduced.
  • Only one member may speak at a time and remarks
    must be limited to the immediately pending
    motion.
  • Every member has equal rights to make and debate
    motions, to vote and to be informed of pending
    business.
  • Desires of the majority must be carried out.
  • A quorum must be present before business may be
    transacted.

  • Every debatable motion presented for
    consideration is entitled to full and free
    debate.
  • A majority vote is required to pass most
    motions.
  • A two-thirds vote is required for motions that
    deprive members of their rights.
  • Personal remarks and name-calling are out of
    order.
  • Once an issue is settled, it may not be bought up
    again in the same form during the same session.

  • Presiding officer takes vote on the amended
    motion.
  • Presiding officer announces the result of the
    vote.
