8Safety Officers Responsibilities
- Will report directly to the O.I.C. during all
emergency and training incidents.
- Responsible for overseeing the fire training
ground and assuring that all operations are
conducted in a safe and efficient manner.
- Ensures that all operations are conducted in
compliance with fire company SOPs and established
nationally recognized standards.
- Will street respond to all calls and report to
the O.I.C. when on the scene.
- Will act as the chairperson of the fire company
safety committee.
- Will be responsible for all EMS supplies and the
AED monitors throughout the company.
9SOP for Accountability Officer
- Accountability Officer
- Objective The Accountability Officer (A.O.) is
responsible for being accountable for all
personnel at a scene. The incident commander or
safety officer of an incident will establish the
A.O. The A.O. will not be the safety officer of
the incident. The A.O. may be any individual who
is capable of carrying out this task. The A.O.
needs the following tools safety vest, radio,
clipboard, accountability board, pens, pencils,
markers, and a stop watch. - 1. A.O. will set-up their post at side A or in
the area of a main entrance to the incident.
Check with command or the safety officer and see
where they would like to A.O. to set up. - 2. Once the A.O. is set they should advise
everyone at the incident where they are located
by using the portable radio.
- 3. In the event that a singe person or crew is
missing or unable to locate the A.O. The A.O. has
the power to request PAR or suggest the I.C.
or S.A. that PAR needs to be taken.

operating on an incident.

firefighters into and out of the hot zone.

13SOP for Accountability
- Objective To be accountable and track
firefighters, line officers, fire police officers
on the fire grounds or any incident that we may
be called to. Each firefighter, line officer and
fire police officer is issued three metal
accountability tags. One tag is to stay with you
at all times. The other two tags are removable. - 1. When mounting the apparatus you will hang your
tag on the ring closest to your seat. When the
truck arrives at the incident the operator will
collect all tags. - 2. On every incident, the officer of the piece of
apparatus is to see that a bucket is placed at
each entry point and that a tag from each
firefighter entering the incident is collected
prior entering the controled area. - 3. Officers who are in possession of apparatus
crew accountability tags will surrender them to
the accountability officer (A.O.) or bucket and
advise the A.O. if present where his or her crew
will be operating. -
- 4. Chief officers or street responders will leave
one tag attached to the rear view mirror of their
vehicle that they responded in before they leave
the vehicle and to into service.

- 5. When Chief officers or street responders
arrive at the incident they will surrender their
second tag to the A.O. and advise the A.O. where
you will be working and if your joining a crew. - 6. When an assignment is given at that point the
officer will surrender the crew tags and advise
the A.O. where the crew will be operating.
- 7. When an assignment has been completed everyone
must report back to the A.O. and advise the A.O.
the crew is out.
- 8. If your assignment is complete and you are
done you must report to the rehab officer. Do
not take your tag or tags from the A.O. Just
advise that you in the rehab sector. - 9. When you have been released by the Rehab
Officers then go back to the A.O., collect your
crew tag/personal tag and report to the man-power
pool. Remember, you are only allowed to
breathe-down two (2) BA Cylinder at one
incident.
15SOP for Accountability
- 10. In the event the building or incident is
evacuated during a call everyone who arrived at
the scene on a truck is to report back to
the truck that they arrived with. Chief officer
and street responders who were not assigned to a
crew will report to the A.O. At that point they
will remain with the A.O. until everyone is
accounted for. - 11. Par may be requested at anytime at an
incident and the officers of the crew or a crew
leader who has accounted for his crew will report
back to the person or persons requesting par. - Fire Police
- 1. Any Fire Police Officer of who is operating at
incident will leave one tag attached to their
rear view mirror of the vehicle that arrived in.
- 2. Any fire police officer or officers who are
operating directly in the area of an incident
will give the A.O. one of their tags and advise
the A.O. where they are operating. - 3. In the event of an evacuation the fire police
or officers will report to the A.O. at that
point they will remain with the A.O. until
everyone is accounted for. - 4. Fire Police officers or officers who are not
operating directly in or around an
incident will still attach one tag attached to
there person at all times.

- What is PAR ?
- PAR permits an incident commander or
accountability officer to rapidly account for
resources committed in offensive positions
through a verbal checks-and-balance system.
26PAR Personal Accountability Report
- PAR means Personal Accountability Report and
would be used to insure quick and thorough
accountability.
- PAR This term will be used if and when immediate
fire ground accountability has to be undertaken.
- In addition, when firefighter accountability is
instituted at the scene of an emergency, it is
done the following way in all parts of the county.

- Level 1 Accountability
- When Incident Command (IC) determines that
accountability must be performed, firefighters
will return to the apparatus the responded on.
If their apparatus is inaccessible, then
returning to the Officer in Charge (OIC) will be
acceptable. The following dialogue is an example
of how accountability checks will be reported to

- THE OFFICER OR THE EMT IN CHARGE WILL MAKE VISUAL
CONTACT WITH A FIRE DEPARTMENT OFFICER TO
DETERMINE WHEN AND WHERE TO SET UP A REHAB
SECTOR. - THE REHAB SECTOR WILL BE DESIGNATED IN SOME
MANNER. THE SQUAD OFFICER OR EMT WILL ADVISE THE
DISPATCH CENTER OF THE REHAB SECTOR LOCATION.
- IF THE INCIDENT IS UPGRADED TO A WORKING FIRE ONE
BLS UNIT, ONE ALS UNIT SHALL BE DISPATCHED AND
ADVISED OF THEIR INSTRUCTIONS PRIOR TO ARRIVAL ON
THE FIREGROUND. - IN THE EVENT A TRANSPORTATION OF A PATIENT IS
REQUIRED, AN ALS UNIT WILL BE ON SCENE AT ALL
TIMES.

- 5. ALL FIREFIGHTERS MAY BE CHECKED FOR VITAL
SIGNS AT ANY TIME IFA. A FIRE OFFICER DIRECTS
THE SQUAD TO CHECK HIM/HER.B. A SAFETY OFFICER
DIRECTS THE SQUAD TO CHECK HIM/HER.C. AN INJURY
OCCURS ON THE FIREGROUND. - 6. IF A SQUAD MEMBER FEELS THAT THE FIREFIGHTER
MAY BE JEOPARDIZING HIS/HER HEALTH AND SAFETY, IT
IS THEIR DUTY TO REPORT THE CONDITON TO A FIRE
DEPARTMENT OFFICER/OIC. - 7. USE OF BREATHING APPARATUS IS LIMITED TO TWO
(2) THIRTY (30) MINUTE CYLINDERS OR ONE (1) SIXTY
(60) MINUTE CYLINDER BEFORE THE FIREFIGHTER SHALL
HAVE HIS VITAL SIGNS CHECKED.

- 9. IF AN INDIVIDUALS VITAL SIGNS FALL WITHIN THE
ABOVE PARAMETERS, THEY MAY RETURN TO SERVICE AS
NEEDED.
- IF AN INDIVIDUALS VITAL SIGNS DO NOT FALL
WITHIN THE PARAMETERS AND THE FIREFIGHTER IS
NOT IN NEED OF IMMEDIATE MEDICAL ATTENTION OR
TRANSPORTATION TO A HOSPITAL, HE/SHE WILL BE
GIVEN 5-10 MINUTES OF REST (GEAR REMOVED WHERE
POSSIBLE, DEPENDING ON WEATHER CONDITIONS).AFTER
THE BRIEF REST PERIOD IS PROVIDED, A SECOND SET
OF VITAL SIGNS IS TO BE TAKEN. IF THE VITALS DO
NOT FALL WITHIN THE PARAMETERS OUTLINED ABOVE IN
THE SECOND SET OF VITALS, THE FIREFIGHTERS NAME
WILL BE GIVEN TO THE FIRE DEPARTMENT
OFFICER, WHO THEN WILL DETERMINE WHEN AND IF THEY
MAY RETURN TO SERVICE. - 10. ALL FIREFIGHTERS VITALS ARE TO BE DOCUMENTED
AND A COPY IS TO BE GIVEN TO THE INCIDENT
COMMANDER AT THE CLOSE OF THE INCIDENT FOR THE
FIRE DEPARTMENTS RECORDS.

- 11. ANY FIREFIGHTER REFUSING TO HAVE HIS/HER
VITAL SIGNS CHECKED/MONITORED WILL BE REPORTED TO
THE FIRE OFFICER/OIC.
