Disability Program Navigator (DPN) Initiative

  • Department of Labors (DOL) Employment and
    Training Administration (ETA) administers the DPN
    Initiative. We partner with many Federal, state,
    local agencies and private organizations to
    leverage funding for the public workforce
    investment systems customers with disabilities.
  • The DPN Initiative is jointly sponsored by the
    ETA and Social Security Administration. Since
    2003, the DPN Initiative has been funded for
    approximately 81 million from ETA and 12
    million from SSA. We will be awarding the DPN
    grants approximately 20 million for PY 2008
    operations.
  • A new position, the Disability Program Navigator,
    was established in One-Stop Career Centers
    throughout the country, to better inform
    beneficiaries and other people with disabilities
    about the work support programs available at
    One-Stop Career Centers.

Disability Program Navigator (DPN) Initiative
  • There are currently about 525 Navigators across
    forty-five states, the District of Columbia, and
    Puerto Rico.
  • The goal of the DPN initiative is to achieve more
    seamless, comprehensive, and integrated services
    delivery thereby, expanding the capacity of the
    workforce investment system to meet the
    employment needs of customers with disabilities.

  • A Disability Program Navigator
  • Guides One-Stop Career Center staff in helping
    people with disabilities access and navigate the
    various programs that impact their ability to
    gain/retain jobs
  • Facilitates integrated, seamless, and
    comprehensive services and supports in One-Stop
    Career Centers to persons with disabilities
  • Improves linkages to the employer community and
    develops demand-responsive strategies to meet
    their recruitment and retention needs and
  • Brings together multiple partners to foster a
    collaborative effort by building
    Interagency/intra-agency Integrated Resource
    Teams.

  • The DOL launched the WIRED Initiative in November
    2005.
  • WIRED integrated economic development and
    workforce development and demonstrates that
    talent development can can drive economic
    transformation in regional economies across the
    country.

  • WIRED goes beyond traditional strategies for
    worker preparation by bringing together state,
    local, and Federal entities academic
    institutions (including K-12, community colleges,
    and universities) investment groups
    foundations and business and industry to address
    the challenges associated with building a
    globally competitive and prepared workforce.

  • In February 2006, ETA announced 13 Regions, now
    known as WIRED 1st Generation that received
    funding of 15 million over three years.
  • In April 2006, ETA announced funding for 13
    additional regions, WIRED Second Generation,
    receiving 6000,000 for planning and developing
    an implementation plan, and subsequently an
    additional 4.5 million over a three-year period.
  • In June 2007, 13 additional Regions WIRED Third
    Generation Regions were each funded for 5
    million over a three year period.

  • All 39 WIRED Regions are supported by mangers
    from ETA and the WIRED resource team, and are
    provided with tools, and technical assistance
    that assist with implementing their plan for
    regional growth.
  • The WIRED Initiative is applying a 6-step
    conceptual framework to the activities taking
    place in each of the Regions where investments
    have been made.

  • It would be an effective strategy to apply the
    WIRED 6-step conceptual framework to the
    disability sphere of influence and need-just as
    the WIRED region is implementing it in a broader
    context.
  • Each of these 6-steps could include specific
    activities focused on better understanding and
    integrating persons with disabilities into each
    Regions WIRED Initiative.
  • This template applies not only to people with
    disabilities, but to any targeted
    population-older workers, youth ex-offenders,
    TANF recipients, ESL, Indian and Native
    Americans, Migrants and Seasonal Farmworkers.

Integrating the Disability Perspective into
WIRED
  • Individuals with disabilities are twice as likely
    to live in poverty as individuals without
    disabilities, 24 compared to 9.
  • Between 2002 and 2012, the numbers of workers 55
    years and older is projected to grow by 50. As
    people age they tend to have one or more
    disabilities. Approximately 30 of the
    population over 55 has a disability.

  • Regional economies cannot continue to be
    economically viable and remain competitive in the
    global marketplace if they do not tap into their
    largely untapped, available workforce, including
    people with disabilities to develop pipeline
    hires for businesses to address the shortage of
    workers.

  • Regional economies cannot continue to grow if a
    significant percent of their communities are
    unemployed, underemployed, and living in poverty.
  • Identifying and leveraging resources is a
    critical component of the WIRED frameworks
    6-Step process. This process needs to include
    disability-related resources already devoted to
    assessment, education, training, job
    development/placement and support for people with
    disabilities provided by both the disability
    services sector and generic resources.

  • These regional assets (e.g., Social Security
    Administration, Department of Education-Vocational
    Rehabilitation, Health and Human Services,
    Housing and Urban Development, Department of
    Transportation, Department of Veterans Affairs,
    etc.) have the potential to be significant
    resources for regional economies and should be
    part of your regional economic development and
    investment strategies.

  • ETAs DPN Program has developed a template to
    link the disability perspective into the WIRED
    activities.
  • In December of 2007, we funded two WIRED Regions
    to pilot integrating disability into their WIRED
    projects. Although they are just starting, I
    think you will be interested and impressed with
    their work to-date.
