  • Recruitment of JNA experts WB output driven,

    UN has 40 experts, WB has 20.
  • Broken momentum inconsistent presence as WB
    teams are on more limited contracts than the UN
  • Field Driven? applicable to both UN WB
  • Slow funding and contractual modalities
