Executive Order 13123Greening the Government
Through Efficient Energy ManagementAt least a
30 reduction by 2005At least a 35
reduction by 2010
Section 101. Federal Leadership. The Federal
Government, as the Nation's largest energy
consumer, shall significantly improve its energy
management in order to save taxpayer dollars and
reduce emissions that contribute to air pollution
and global climate change. With more than 500,000
buildings, the Federal Government can lead the
Nation in energy efficient building design,
construction, and operation. As a major consumer
that spends 200 billion annually on products and
services, the Federal Government can promote
energy efficiency, water conservation, and the
use of renewable energy products, and help foster
markets for emerging technologies. In encouraging
effective energy management in the Federal
Government, this order builds on work begun under
EPACT and previous Executive orders

Lighting Basics
10
The Cost of Maintaining Light
11
Lumen
A measurement of light output from a tube or bulb
often called a lamp.
All lamps are rated in lumens.
For example, a 100-watt incandescent lamp
produces about 1750 lumens
12
Lumens Per Watt (LPW)
This is the ratio of light output from a lamp to
the electric power it consumes
Efficacy
Lumens (Total light output) LPW
------------------------- Watts (Power)
13
Efficacy
75 Watt Bulb produces
1210 lumens. 1210/75 16 LPW
20 Watt Compact Fluorescent produces
1280 lumens. 1280/20 64 LPW
14
Cool Light
Preferred for visual tasks. Produces higher
contrast than warm light
Warm Light
Preferred for living spaces More flattering for
skin tones and clothing

Fluorescent Lamps
  • Advantages
  • High Efficiency
  • Long Life
  • Variety of Colors
  • Low Operating Temperature
  • Diffuse Light Source
  • Environmental Friendly
  • Pass the EPA Standard Toxic Characteristic
    Leaching Procedure (TCLP) for Mercury
  • Ease of Disposal

20
Low Mercury
Currently, there are four manufactures of low
mercury content lamps,
General Electric (GE) Lighting "ECOLUX"
Phillips Lighting "ALTO"
Osram Sylvania "ECOLOGIC".
Maxlite GOLD CAP
These manufacturers lamps are easily identified
as being environmentally friendly. Although we
encourage recycling, they can be disposed of by
normal trash methods
21
LED Lights
22
Electronic Ballast
  • Becoming the Standard
  • ENERGY Efficient
  • Saves dollars
  • Flicker Free
  • Produces virtually no HUM or Noise
  • DIMMABLE
  • Integral part of any daylight harvesting and or
    Lumen maintenance strategy
  • Maximum energy savings through greater
    flexibility in light output control
  • Variable or switched versions
  • Precise control necessary for energy-efficient
    dimming
