Background
  • Governors Task Force Report19 recommendations
  • Recommendation 7
  • DGS shall develop a uniform set of policies,
    procedures and processed for contracting and
    procurement activities. As part of this effort,
    DGS should undertake an initiative to align the
    laws governing contracting and procurement of
    goods, services, and IT, including the award
    protest processes.

Phase 1 Structure Policies and Procedures Office
(PPO)

PPO Mission
  • In concert with public and private sector
    stakeholders, the PPO upholds the publics trust
    by providing leadership, knowledge and expertise
    through clear, uniform acquisition policies and
    procedures.

  • California performs acquisition functions using a
    uniform body of policies and foundational
    procedures traceable to its Constitution, law
    and regulations, where acquisition policies and
    procedures are systematically and regularly
    reviewed, vetted, published, updated and
    supported by electronic tools.
