What is The Medical Reserve Corps?
The Medical Reserve Corps is one of several
components of Citizen Corps USA Freedom Corps. 
A network of community-based, citizen
volunteer units, which have been initiated and
established by people and institutions for use in
their communities.

  • Organized under the Surgeon Generals Office in
    the Public Health Service
  • Based in the UVA School of Medicine.
  • Joint professional-student outreach, public
    service and educational initiative.
  • UVAMRC is one of over 600 MRCs around the
    country.
  • First Medical Reserve Corps with a student
    leadership model and one of a growing number of
    university-based programs across the country.

  • Organize volunteers to assist medical response
    professionals during disaster and bioterror
    events.
  • Volunteer time and expertise as a supplement to
    the overall emergency response plan.
  • Organize and participate in community health
    initiatives.

  • The UVAMRC serves our community in 3 ways
  • 1. Augmentation programs to support the
    existing response structure.
  • 2. Interdisciplinary medical response
    units.
  • 3. Public health project
  • initiatives.

Who runs the MRC?
  • Health professionals, medical students and
    nursing students play a very important role in
    the day to day operations of the UVAMRC.
  • UVAMRC leadership consists of the Student
    Coordinating Council (SCC) and the Professional
    Advisory Board (PAB).

  • Student Coordinating Council
  • Manage the various areas of the project with
    student coordinators for each specialty area and
    administrative functions.
  • Based in a model designed to perpetuate student
    leadership and membership through apprenticeship,
    recognition and transitional leadership programs.

  • SCC Management and Oversight
  • Student directors are under the supervision of
    the the faculty directors
  • Oversee the Coordinating Council which provides
    ongoing planning, oversight, management, and
    project supervision.
  • Report to the overall board for final approval of
    activities and budgetary issues.

  • A Professional Advisory Board consisting of
    faculty, community experts and two student
    directors, will administer the operations of the
    UVAMRC.
  • Representatives from the Deans office, Relevant
    Departments, Emergency Management, other Schools
    and Community Agencies serve on the board.

  • Submitted certifications
  • Active members
  • Meet requirements for Corpsman
  • Attend at least 3 meetings and or activities per
    year

Volunteer Duties
  • 1. UVAMRC Basics and Online Training
  • In order to ensure that all members have a
    similar background in the basic issues of
    disaster medicine and preparedness.
  • Welcome letter detailing organization and
    activation procedures.
  • UVAMRC has identified two online training
    requirements that all members are required to
    complete.
  • Incident Command
  • Bioterroism

  • 2. Certifications and Credentialing
  • In order to provide appropriate medical control
    and supervision, clinical and support personnel
    will be pre-credentialed through the evolving
    emergency management structure for clinical
    skills and security purposes.
  • If you have not already done so, please send us a
    copy of your certifications.

Volunteer Duties
  • 3. General Membership Meetings and Training
  • We conduct monthly training classes on a variety
    of diaster related topics.
  • Members are invited to attend multiple training
    opportunities throughout the year where they
    learn a variety of disaster skills as well as
    obtain CMEs or equivilants.
  • Our goal is to have our members trained to
    respond to all hazards.

Training
  • The UVAMRC believes strongly in the idea of
    training reciprocity.
  • The MRC is an ideal way to be able to use your
    medical knowledge during times of crisis.
  • Following the events of September 11, Americans
    grieved togethermany wishing that there was
    something they could do. Some showed up to
    provide aid but were turned away since emergency
    officials did not know whether these volunteers
    were qualified to help.

Community Involvement
  • Activated in response for Hurricane Isabel to
    augment Red Cross Shelters.
  • Participate with the UVA School of Medicine to
    teach disaster skills training to 3rd year
    medical students in 2004, 2005, 2006 and 2007.
  • Participated in a planned oxygen and medical gas
    outage with UVA Health System in July of 2005.
  • Participated in local response preparedness for
    Hurricane Katrina survivors.
  • Multiple drills for mass immunization, disaster
    preparedness and community disaster response.

  • When the UVAMRC is activated for an emergency
    event how will members know what to do?

MRC Activation
  • Members will receive notification with specific
    instructions by email and phone.
  • These instructions will include the location you
    should report to and anything you should bring
    with you. Specific details will be given to you
    when you report to the meeting place.
  • In the event of a large scale disaster in which
    the phone system in the area is down, all members
    should report to the entrance of the West Complex
    at the University Hospital in Charlottesville to
    receive further instructions.
