    to ITD. Initial task will identify and
    prioritize the criticality of each department to
    determine the method of contact and data
    collection.

    with our current solution. It will document
    usages and calculate the appropriate IT costs
    allocated to each department.

    the cross evaluation of each department responses
    to multiple scenarios.

    Department Heads were asked to provide a
    definition of Disaster.
  • Example Scenario Power stays on main chiller
    goes down computer room air conditioners stop
    running extreme temperature rise in room
    hardware needs to be gracefully taken down before
    internal thermals shut systems down. Is this a
    disaster by ITDs definition or the customers?
  • What is a current recoverable window without
    declaring a disaster?

  • Critical is your definition for judging initial
    responses in a disaster situation.
  • How does the Information Technology Department
    define critical, and any stages of critical?
  • Example Critical could be defined as, a
    duration of down-time of 1 minute or more or 30
    minutes or more.
  • A second stage of critical could be 30 minutes to
    30 hours (98 critical).
  • Is the first stage of critical 0 days duration?
  • Is the second stage of critical 7 days duration?

Provision of DSL, Cable, Satellite or Other
Low-end Broadband Connections
  • In accordance with Century Code Chapter 54-59-02.
    The Information Technology Department (ITD) will
    provide these services to STAGEnet clients.
    Charges for these services are as follows
  •  State Agencies
  • Actual cost of the service plus a 28.25/device
    fee (includes a firewall and VPN clients if
    needed)
  • Higher Ed., Political Subdivisions and K-12
  • Actual cost plus 40/month.
  • VPN clients are 28.25/month each.

Provision of DSL, Cable, Satellite or Other
Low-end Broadband Connections - Cont.
  • ITD will provide a pre-configured low end
    firewall (Linksys) with 4 ethernet ports. You may
    install this yourself or hire ITD to install it.
  • ITD will install and maintain a Cisco Pix 501
    firewall for a one time cost of 750. This
    firewall has network to network VPN capability
    for up to 10 devices.

VPN
  • VPN clients will be required to access any
    services located inside STAGEnet firewalls. Local
    firewalls are required wherever VPN is used and
    highly recommended for any broadband connection.
  • The use of VPN may cause slower then expected
    performance.
  •  Effective September 1, 2002.

  • Converted from 1 DS3 in Bismarck and 2 DS3s in
    Fargo to 1 OC3 in each location
  • Doubled available bandwidth from 135MB to 270 MB
  • Allows for true fail-over capability

  • Separate fee for Anti-Virus goes away for state
    agencies starting 7/1/2003.
  • Instead of renewing contracts with current
    vendors agencies should be migrating to the
    centralized service.

  • Electronics Forms Committee selected Cardiff
    LiquidOffice as preferred solution.
  • Working with agencies to determine potential
    billing metrics for approval by the Committee.
  • After metrics are approved we will finalize the

Security-Firewall
  • Overall strategy is to eliminate conduits in the
    firewall.
  • Three main strategies
  • Reverse proxy for web servers
  • External FTP Server for FTP services
  • VPN for all other connections
  • Working with affected agencies to phase out
    existing conduits in the firewall.

  • 1999 Legislative Session
  • Study concluding the need for high speed
    connectivity and the high costs for this service.
    Need to consolidate all of the states buying
    power to drive the costs down. Also wanted a
    postalized rate so the high cost in the rural
    areas would not jeopardize future connectivity.

    area network

  • Allocating the monthly cost on a flat fee basis
    to the participants in the courthouse.
  • ITD does not charge a device fee to county
    government. They own and manages their own local
    area networks and ITD does not provide the same
    level of service to these entities.
