Development of Early Intervention Services (EIS)
in Galway
  • Historically services for children (0 18 years)
    were provided by
  • Brothers of Charity
  • Ability West (formerly Galway Association)
  • Enable Ireland
  • Community Care
  • Child and Adolescent Mental Health Service(CAMHS)
  • 2005 decisions made to try to streamline services
    for children aged 0-6 with a view to a similar
    development for children from 6 18 yrs to
    follow

Development of Early Intervention Services (EIS)
in Galway
  • 2005 Planning committee representatives from
    these organizations came together to plan on the
    amalgamation of these services so that children 0
    -6 years and their families have easier and more
    equitable access to specialized paediatric
    services.
  • 2005 - Disability Act Assessment of Need
    Process (children now had a legal right to
    assessment)
  • 2008 - Staff started to transfer into these EIS
    posts
  • 2009 Team development coincided with the
    appointment of an EIS Manager.

  • Community Nurses (0 - 3 years and Intellectual
    disability only)
  • Occupational Therapists
  • Pre-school Liaison Teachers (3 - 6 years and
    Intellectual disability only)
  • Physiotherapists
  • Psychologists
  • Social Workers
  • Speech and Language Therapists
  • Family/parents involved in all decision making
  • Team Coordinators
  • Staff Combinations of full/part time work
    schedules and working across two or more teams

Who is Eligible for Referral to EIS?
  • Children between 0 6 years (need referral
    before 5.6 years)
  • Complex Disability as defined by the Disability
    Act 2005
  • Children who require at least two or more
    disciplines on an ongoing basis, for at least one
    year
  • Examples of diagnoses of children seen by EIS
    include Cerebral Palsy, Hydrocephalus, Spina
    Bifida, Autism, Down syndrome, Developmental
    Delay

Referral Process
  • Complete the early intervention referral form
  • Include all relevant reports and information when
    available (the more information the better)
  • Send it to the Clinical Interagency Group who
    decide if the referral meets the eligibility
    criteria for the service

Where you notice a concern
  • Be sensitive to parent..have they noticed any
    concern?
  • Is language delayed?
  • Unusual behaviour /play pattern?
  • Avoid giving a direct diagnosis
  • Talk to parent in private
  • Advise them to talk to GP or PHN
  • Most times, child will be already diagnosed
    before coming to preschool if they are with the
    EIS

  • Monitor childs progress.

  • Develop and maintain effective relationship with

Early Intervention Teams

  • Developing joint individualised programme for
    child.
  • Key worker-advocating for child within team

Preschool Assistants
  • Funded by grant provided by Brothers of Charity
    which is a HSE funded service This is a limited
    annual budget.
  • Only given to children with an identified
    Intellectual Disability or known to be at risk
    e.g. Down syndrome
  • Not a statutory entitlement
  • Now limited to 3 hours per week per child due to
    the budget limitations

Preschool Assistants
  • Employed by parents using grant
  • Since Sept 2011 Parents have Information Pack
  • Role of the Preschool Assistant
  • Template of Service Agreement for Preschool
  • Attendance Sheet to be submitted monthly to
    Preschool Support Service
  • Payment made to parents per term in advance.

Personal Assistants
  • Provided by Enable Ireland to children with long
    term mobility difficulties
  • Recently, may provide it to children attending
    preschools but this is a very limited resource
  • Enable Ireland employ the PAs directly and assign
    each child a number of hours per week.

Training
  • 3 courses have just been completed in different
    venues in Galway Tuam
  • 24 staff attended each course
  • Waiting list of 60 people to do the course.
  • Each course had 5 modules covering the following
    areas
  • The importance of play
  • Promoting positive behaviour
  • Circle time resources
  • Supporting communication and language development
  • Fine motor skills and prewriting skills
