Katrina
  • On August 29th the States of Louisiana,
    Mississippi and Alabama were hit by a category 4
    hurricane
  • Largest hit in United States history
  • 140 mph winds
  • Rainfall at 1 inch per hour-up to 15 inchs
  • 1.7 million customers without power
  • Secondary disaster occurred when flooding began
    and levee broke causing mass flooding and damage

What Government is doing
  • Federal disaster declarations are covering 90,000
    square miles of affected areas.
  • More than 75,800 response, rescue, recovery and
    law enforcement personnel are working around the
    clock to bring critical aid and support to the
    Gulf Coast region.
  • National Response Plan mobilizes resources of the
    entire federal Gov't. to support response and
    recovery.
  • 32,000 lives have been saved
  • 35,000 evacuations have been made from New
    Orleans
  • Commodities delivered to date include o 11.3
    million MREs, 18 million liters of water, 1.7
    million pounds of ice, More than 600 buses to
    transport evacuees
  • 559 shelters with a population of 182,000. This
    number fluctuates daily.
  • The U S Coast Guard saved 32,291 lives to date,
    more than 4 times the number of lives saved in
    all of 2004.
  • The Amer. Red Cross, in coordination with the S.
    Baptists, are serving nearly 500,000 hot meals
    each day.
  • 42,000 National Guard are on the ground in three
    states.
  • 200 Border Patrol agents, 200 additional law
    enforcement officers from other Louisiana
    jurisdictions and 2,000 officers from neighboring
    states are assisting in restoring order in the
    streets of New Orleans.
  • Nearly 500 U.S. Corps of Engineers civilians and
    soldiers are working on the New Orleans levee
    breach and coordinating the transport of ice and
    water.
  • All patients and staff from the 11 top priority
    hospitals in the New Orleans area have been fully
    evacuated. Three other hospitals in the area are
    fully functioning with fuel and power and have no
    need to evacuate.

Notification
  • Katrina State Police District Coordinator
    contacts local EM Director. State has been
    handling this already for a few days before
  • we were notified
  • Normally The EM Director is contacted by our
    Dispatch Center and told of the incident after
    the first responders give size-up report
  • Locally we call up our staff / teams depending
    what is needed

Operations
  • We knew our mission and prepared for that
    assignment. Handled as a regional response since
    it was occurring in multiple jurisdictions
  • The up and down of the operation came from so
    much false information required set-up occurred
    almost each day until the fourth day (Monday 9/5)
  • Our mission was to greet, treat, secure and house
    the evacuees

Final Report
  • It will be some time before we have a final
    report on Michigans response
  • Locally we say it went great and as we have
    trained region wide
  • We have learned a few lessons and are in the
    process of reviewing our plans and our regional
    response
