51. THE OBJECTIVES OF THE ACTION "ENHANCE THE
COMBINED EFFECT OF THE RURAL DEVELOPMENT
PROGRAMMES" AND THE PRECONDITIONS FOR THEIR
ATTAINMENT
- Objectives
- seeking the development and implementation of
measures more targeted in respect of the needs of
the region through a closer cooperation of
different actors in the Baltic Sea region
representatives of different institutions, and
participants of the public, non-governmental and
private sectors - formation of interfaces between national rural
development programmes addressing problems and
challenges of a similar nature. - Preconditions necessary to attain the objectives
- facilitate the social dialogue and cooperation
network between the actors participating in the
Baltic Sea region rural development sector
representatives of different institutions,
participants of the public, non-governmental and
private sectors - targets/ preconditions in the national rural
development programmes implement general regional
level initiatives, promoting regional cooperation
and the implementation of cross-border
innovations in the region.

non-governmental partners and strengthen the
social dialogue on rural development issues (at

POLICY FOR 2014-2020
- Support to the rural development as part of the
CAP contributes to the attainment of the
following objectives - enhancement of the competitiveness of
agriculture - 2. sustainable management of natural resources
and climate policy - 3. balanced territorial development of rural
areas.
9II. THE PRIORITIES OF THE RURAL DEVELOPMENT
POLICY FOR 2014-2020
- European Union rural development priorities for
2014-2020 - promote the transfer of knowledge and innovations
in the agriculture, forestry and rural areas - enhance the competitiveness of all types of
agricultural activities and the prospectiveness
of farms - 3. promote the organisation of food chains and
risk management in agriculture - 4. restore, preserve and improve the ecosystems
dependant on agriculture and forestry - 5. promoting resource efficiency and supporting
the shift towards a low-carbon and
climate-resilient economy in the agriculture,
food and forestry sectors - 6. promote social inclusion, reduction of
poverty and economic development in rural areas.
The national rural development programmes and
other strategic documents of the European Union
Member States in the Baltic Sea region for
2014-2020 (national progress programmes, etc. ),
shall reflect the priorities and objectives of
the European Union Baltic Sea region, and
emphasise the regional dimension.

12II. BASIC SERVICES AND VILLAGE RENEWAL IN RURAL
AREAS

development of municipalities in rural areas and
their basic services and of protection and
management plans relating to NATURA 2000 sites
and other areas of high nature value - investment in the creation, improvement or
expansion of ll types of small scale
infrastructure (including investment in renewable
energy) - broadband infrastructure
- investment into service infrastructure in rural
areas - investment into leisure infrastructure
- investment into studies and associated with the
maintenance, restoration and upgrading of the
cultural and natural heritage of villages and
rural landscapes - investments targeting the relocation of
activities and conversion of buildings or other
facilities located close to rural settlements,
with a view to improving the quality of life. - Eligibe public investment and projects.
13II. COOPERATION

- 1. Cooperation of agricultural, forestry and food
entities operating in the EU including
inter-branch organisations with a view to
implementing the , rural development policy

- development of new products, practice, processes
and technologies in the agricultural, food and
forestry sectors (support is provided not only
to groups, but also to individual subjects) - cooperation of small entities in organising
common work processes, sharing equipment and
resources - cooperation of developing logistics platforms
- promotion and facilitation of activities of the
local level markets - horizontal and vertical cooperation in
implementing joint climate change, environmental
protection, forest management, bioenergy, etc.
projects. - Public and private sector partnership
implementing loal development strategies. - Eligibe expenditures drawing up of feasibility
studies, collective territorial local development
projects (including training and building up of
new networks, etc.), current cooperation costs,
costs related to the preparation of local
development strategies and business plans, etc. - priority could be granted to the promotion of
cooperation in the European Union Baltic Sea
region.
14II. LEADER PROGRAMME
- The objective of LEADER strategies to seek the
implementation of one or several BSD objectives,
i.e., it is not necessary to allocate strategies
for the implementation of specific measures. - Challenges
- Possibility to develop and implement strategies
funded from several EU funds (EAFRD, EAF, ESF, ,
EŽF, ESF, ERDF, SF). - Possibility to include urban communities into
the activities of the local activity groups
(LAG). - Eligible activities
- development of strategies (e.g., training,
studies, and surveys necessary for the
preparation of the strategy) - implementation of strategies
- administration of strategies, publicity of the
activities up to 25 of the funds allocated for
the implementation of the strategy (advance
payment up to 50 - cooperation (territorial and international)
priority could be garnted to the projects
promoting regional cooperation in the Baltic Sea
region.
15II. EUROPEAN INNOVATION PARTNERSHIP NETWORK
- Objectives
- promote a environmentally balanced,
climate-friendly and resilient and innovative
Union agricultural sector - help to ensure a continuous supply of food,
fodder and biological substances - improve processes to preserve the environment,
adapt to climate change and mitigate it - build bridges between cutting-edge research
knowledge and technology and farmers, businesses
and advisory services. - Tasks
- assist and provide information on the EIP issues
to activity groups, farmers, consultants and
researchers - initiate discussions
- select and communicate the results of research
related to the EIP and other information - collect, strengthen and disseminate the good
practice related to innovations - organise conferences and workshops and
disseminate information in the EIP area. - priorities could be granted to regional
cooperation and the analysis of the needs of the
Baltic Sea region
- EIP is implemented by granting assistance
through the EIP activity groups, that implement
the innovative actions benefiting from the
measures funded under the rural development
programmes.
16 II. NATIONAL RURAL NETWORK
- National rural development network to join the
organisations and institutions participating in
the rural development. - Partnership between the competitive regional,
local or cities and other authorities, economic
and social partners, civil society
organisations(environmental protection
organisations, non-governmental organisations
responsible for promoting equality and
non-discrimination) part of the national rural
network. - The objectives of the network activities are
- enhance the participation of the stakeholders
implementing the rural development policy - improve the quality of the national rural
development programmes of Member States - inform the society and potential beneficiaries
about the rural development programme - promote innovations in the agricultural and
rural development sectors - could be an additional target promote
regional cooperation when implementing in the
Baltic Sea region the objectives of the European
Union rural development policy or promote the
cooperation of national rural networks at
Nordic-Baltic meetings.
