• This Lean approach carries several tangible
  benefits
• saves local authorities both the cost and time of
  procuring their own contractors as their existing
  arrangements run out
• enables the most appropriate allocation and
  sharing of risk
• promotes effective cost management using target
  cost and open book working.
• This leads to further savings, cost avoidance and
  cost certainty for schemes.
• For those authorities whose arrangements have not
  run out, the framework provided an excellent
  means of testing value for money of their current
  arrangements.
• The expected cashable benefits that have been
  projected from the schemes framework are in
  excess of 6m.
• CLIENT ENDORSEMENT
• This approach will help us develop more Lean
  processes and improve value for money. In the
  current situation of reducing budgets it makes so
  much more sense to reduce procurement costs by
  inter authority joint working.

• HEADLINE
• Delivered change to Regional Procurement to
  Improve Service Delivery and Efficiency for The
  Eastern Highway Alliance (EHA), made up of 11
  local highways authorities and the Highways
  Agency.
• THE CHALLENGE
• To persuade 11 highways authorities in the
  Eastern Region to promote Lean procurement of
  highway schemes through a collaborative framework
  of involving three contractors.
• THE APPROACH
• CWC facilitated the creation of a formal
  Alliance.
• Its first task is to achieve Lean procurement for
  all members through the setting up of a schemes
  framework which all authorities can use.
