Citizens Interest in Recycling

• Newcomers to Kannapolis most likely come from
  communities that offer recycling.
• In addition to new residents, many existing
  residents desire to have curbside recycling as a
  service provided by the City.
• In March 2008, we conducted a survey of our
  citizens to gauge their interest.

Advantages of Recycling

• Reduces waste stream to landfill
• Kannapolis residents produce on average 1-ton of
  waste per home each year of which 20 (400 lbs.)
  at a minimum can be recycled.
• If each of our residents actively participates in
  the program thereby reducing their waste stream
  by a minimum of 20, it could reduce our annual
  solid waste disposal cost by 126,000.
• Positive response to public demand
• Environmentally correct thing to do

Advantages of Recycling - Continued

• An aggressive recycler can reduce their household
  waste stream by 45 or 900 lbs per year. This
  includes composting food wastes.
• In 2003 NC had only 16 years of landfill space
  remaining.

Types of Recycling

• Site Based
• Containers for paper, plastics, glass, steel and
  aluminum
• Curbside
• Dual Stream the collector must separate
  recyclables from bins into a compartmentalized
  truck.
• Single Stream no separation required, allows
  use of roll-out container.

Recycling within North Carolina

• Kannapolis is the largest remaining municipality
  in North Carolina that does not provide curbside
  recycling.

Mooresville Pilot Program

• Established an Environmental Protection
  Commission
• Recycling
• Stormwater
• Tree Preservation
• Conducted a survey regarding citizens interest
  in curbside recycling
• 72 favoring curbside recycling

Mooresville Pilot Program - continued

• Implemented 1,100 household pilot program in
  Fiscal Year 2009 with existing funding some old
  and new neighborhoods
• In-house collection using one existing City
  garbage truck and floating operator transports
  recyclables to Pratt Industries on Mondays
  (single stream collection)
• 64-gallon carts are rented from Toter
• State grant of 20k supplemented cart expense

Mooresville Pilot Program - Continued

• There are no plans to implement a City-wide
  program in the near future.
• Budgetary constraints will decide the future of
  the program.
• Continuation will be contingent upon Council
  funding (tax increase)

• Pilot program implementation will be costly for
  Kannapolis
• Lack of availability to existing equipment and
  staff
• Contract unit cost will be high for limited
  number of homes
• Only provides serve to limited number of
  residents
