Module 2 - DETE Workplaces
  • Why are DETE Workplaces Common Sites for
    Infectious Disease Transmission?
  • Large numbers of people in close contact on a
    daily basis
  • e.g. classrooms
  • Culture of attendance (staff/students/others)
  • infectious/contagious people at the workplace
  • Possible contact with asymptomatic carriers
  • disease is contagious before symptoms are present
  • Non-vaccinated populations
  • lack of immunity e.g. to childhood illnesses
  • Hygiene issues
  • young children / poor cough sneeze etiquette

Uncontrolled copy. Refer to the Department of
Education, Training and Employment Policy and
Procedure Register at http//ppr.det.qld.gov.au

Risk Factors in DETE Workplaces
  • High risk behaviours (injury/contact
    sports/special ed.)
  • Contact sports / special education / first aid
  • Duties
  • (special ed / first aid / cleaning maintenance)
  • DETE workplaces cover the length and breadth of
    the state
  • most populations are represented within our staff
    and student base
  • There is no state-wide record of staff and
    student vaccination
  • Unknown vaccination/immunity status of workers
and others as they move between locations
  • Workplaces such as schools are community
    locations
  • Visitors and volunteers may be accompanied by
    young children or babies
  • Large percentage of female staff and students
  • Diseases that may impact on pregnancy or the
    unborn child

Education, Training and Employment Policy and

10
Risk Factors continued
  • Special school environments and other integrated
    learning environments
  • Staff and students who may have compromised
    health/immune systems
  • Conscientious Objectors to Childhood Vaccination
  • Some students / parents / staff are not immune to
    common childhood illnesses
  • Childhood illnesses in children vs adults
  • Common childhood illnesses are often more severe
when seen in adult patients e.g. chickenpox.
  • No requirement to disclose the nature of an
    illnesses
  • Infectious/potentially contagious people at work
  • HLS-PR-004 Management of Prescribed Contagious
Conditions - has requirements regarding the
    notification of contagious conditions as
defined by the Public Health Act and Regulation.
  • Due to their nature, DETE workplaces are often
  • natural amplifiers of infectious disease

Effective Infection Control
  • There are many elements to effective infection
    control
  • Develop and implement local infection control
    practices
  • Promote infection control practices within the
    workplace
  • Allocate funds to implement infection control
    practices and
  • Work with your local Queensland Health Public
Health Unit to manage and contain an outbreak of
a contagious condition at the workplace.

Standard Precautions
  • Standard Precautions aim to eliminate exposure.
  • The underlying principle Assume all blood and
    bodily fluids/substances are potentially
    infectious and therefore apply
  • Good hygiene including hand washing
  • Use of personal protective equipment
  • Appropriate waste disposal
  • Cleaning and sanitation.
  • Infectious diseases may be
  • Blood borne
  • Airborne / droplet
  • Transferred via contact

Hand Washing Infection Control
  • Hand Washing is one of the most important
measures in preventing transmission of infection.
  • Hands should be washed using soap, water and then
    dried
  • before
  • handling, preparing or eating food
  • before and after
  • assisting students with eating/meals
  • assisting students with toileting
  • providing first aid or medication
  • contact with an ill or injured person
  • after
  • contact with blood or body fluids (this includes
    your own e.g. Sneezing/coughing)
  • removal of protective gloves
  • using the toilet and
  • after contact with animals.

General Hygiene
  • Adhere to good hygiene practices, including hand
    washing
  • Avoid sharing of utensils or drinking
    cups/bottles
  • Cover any open wounds with water proof dressing
  • Use personal protective equipment (PPE) e.g.
    disposable gloves
  • Handle and dispose of sharps and other infectious
    waste appropriately
  • Clean / disinfect any contaminated items

Personal Protective Equipment
  • Personal Protective Equipment (PPE)
  • All workers should wear personal protective
equipment e.g. disposable gloves for all contact
    with blood and body fluids/substances.
  • Examples
  • Rendering first aid
  • Toileting (e.g. special education facilities)
  • Picking up rubbish/waste.

  • ? Whooping Cough (Pertussis)
  • ? Measles
  • ? Mumps
  • ? Rubella

What to Expect From Your Worplace
  • If there is an outbreak of an infectious disease
    at a DETE workplace
  • Contact the local Queensland Health Public Health
    Unit for advice.
  • Liaise with the Public Health Unit to manage and
contain any outbreak of a contagious condition.
e.g. measles, and prevent it from entering the
    broader community.
  • Work caused illnesses (infectious disease
contracted at work) must be notified to Workplace
    Health and Safety Queensland

Protecting Yourself Risk Assessment
  • Protecting Yourself
  • Step 1 Be aware of the hazardsBe aware of
likely diseases in your workplace / how can they
been transferred from person to person.
  • Step 2 - Decide who might be harmed and howWhat
is the harm? How likely is this harm?
  • Step 3 - Decide on control measures
  • e.g. Awareness training
  • Step 4 - Put controls in placee.g. Run training
    sessions
  • Step 5 - Review the controlsAre the controls
    working?

Be familiar with relevant departmental procedures
and guidelines as well as your local practices.
e.g. Infection Control Guideline

pregnant or at least be aware of your
    immunisation status.
  • If you are pregnant, discuss your work
requirements with your treating doctor to
determine if you need to take any special
    precautions when in the workplace.
  • Refer to the procedure WFR-PR-011 Pregnancy in
    the Workplace
  • Any issues with regard to work placement or leave
should be discussed with your Officer-in-Charge.
  • This information is also important to all who may
have a pregnant contact e.g. spouse.

What is a vaccination and how does it work?
  • Vaccinations protect you from specific diseases.
  • They boost your body's immune system and create
immunity that protects you from an infection
without causing the suffering of the disease
    itself.
  • Most vaccines contain a little bit of the disease
germ that is weak or dead. Vaccines do NOT
contain the type of germ that makes you sick.
  • Having this little bit of the weak or dead germ
makes your body's defense system build antibodies
to fight a real infection in the future.
  • Your body can make antibodies in two ways by
getting the disease or by getting the vaccine.
  • Getting the vaccine is a much safer way to make
antibodies without having to suffer the disease
itself and the risk of becoming disabled or even
    dying.
  • The Australian Immunisation Handbook 9th Edition
contains a table that compares the effects of
disease vs the side effect of the vaccine. This
has been made into a handout and can also be
    viewed at http//www.health.gov.au/internet/immun

  • DETE workplaces harbour infectious diseases some
of which can be harmful during pregnancy.
  • Prevent the spread of infectious disease through
    STANDARD PRECAUTIONS and IMMUNISATION.
