Title: Cape Town: Collect data on, map and monitor large, medium and smallscale incidents including declare

1
Summaries of what each case study plans to do
  • Cape Town Collect data on, map and monitor
    large, medium and small-scale incidents
including declared disasters for the City to
identify risk accumulation processes and identify
those communities that require urgent risk
    management interventions
  • Dar es Salaam Collect data on and map small,
medium and large-scale disaster events in three
    communities (selected to represent different
    conditions) to identify risk-accumulation
    processes (at household, community and
institutional level) and identify and evaluate
coping strategies used by different actors
  • Accra Identify appropriate indicators for
environmental health and for disasters and
collect data on these to allow a mapping and
monitoring of conditions and trends to provide
planners, community members and others with
relevant data on risks and risk accumulation
processes and an early warning system

2
  • Cape Town
  • Updating the MANDISA database
  • Identifying high risk settlements and
facilitating strategic planning in at risk
    settlements (including evaluating the public
safety and awareness programme of the City of
    Cape Town)
  • Build analytic capability to identify explanatory
drivers of disaster processes in at risk
    communities
  • Provide feedback/lessons learned from case
studies to strengthen community based disaster
    risk management
  • Consultative meeting to present findings
  • Two day training workshop for managers
  • (Strengthen newly formed Urban Risk Research
Working Group which has representatives from
    local government departments, emergency services,
NGOs, relief agencies, private sector funded
institutions. To contribute to City of Cape
    Towns Disaster Management Advisory Forum)

3
  • Dar es Salaam
  • Interviews with key informants
  • Focus group discussions
  • Community workshops and inter-community exchanges
  • Household interviews
  • Consultations with resource persons
  • Workshop at municipal level to report back
    preliminary findings

4
  • Accra
  • 1 Application of a rapid assessment tool in the
field (to include data on both environmental
    health and disasters) in different
socio-environmental zones in GAMA. This includes
  • Household questionnaires (developed in
    consultation with primary and secondary
stakeholders) and focus group discussions with
    women
  • Review of morbidity and mortality data from local
    clinic records, interviews with selected
informants (eg community health workers, nurses,
    teachers..) and focus group discussions
  • Clarifying the range of primary and secondary
stakeholders within each category of risk
  • 2 To expand a GIS database with data and trends
on environmental health to include data and
    trends on disasters (including floods/rainstorms,
earthquakes and fire outbreaks) with GIS mapping
of the data (combined with other data already
    collected)
  • Dissemination workshops with stakeholders and
    publication

Issues on which agreement is needed
  • What distinction will be used between disasters
and non-disasters (events for which an external
    response was needed?)
  • Some work on clarifying what risk accumulation
processes should be looked at and how these are
or might be connected to disasters
  • Agreement on key headings for all reports
    (tailored to fit UNDP/ProVention requirements?)
