MONGA, Who We Are
  • An association composed of officer and enlisted
    members or past members of the Missouri National
    Guard
  • Founded in 1947
  • A non-profit corporation incorporated in 1968 in
    the State of Missouri
  • Governed by a set of Bylaws

Purpose
  • Promote and support the National Guard of the
    State of Missouri in accordance with its mission
    both Federal and State
  • Foster and improve the status of the National
    Guard of the State of Missouri with the
    governmental agencies of the state

  • Promote and support the National Guard
    Associations of the United States (NGAUS, EANGUS
    AGAUS) in its activities to improve the
    Missouri National Guard and the Army and Air
    National Guard of the United States as components
    of the Armed Forces of the United States

HISTORY
  • Since 1878, NGAUS has provided the National Guard
    with a powerful voice in Washington. In their
    first meeting after the Civil War, militia
    officers from the North and the South formed the
    Association to petition Congress for better
    equipment and training.
  • More than a century later with the backing of
    nearly 45,000 members and other supporters
    NGAUS continues that mission.

  • Created in 1970 by a group of senior
    Noncommissioned officers from MS and SD
  • Incorporated in Jackson, Mississippi in 1972
  • Created to give a voice on Capitol Hill for
    enlisted National Guard issues

MONGA, NGAUS and EANGUS -Why Should You Join?
  • There are many organizations such as AFA, MOAA,
    AUSA, ROA and others
  • Only MONGA, NGAUS and EANGUS speaks exclusively
    for the National Guard, and no one else
  • No other associations have the words National
    Guard in their name

AFI 36-2618 THE ENLISTED FORCE STRUCTURE
  • 4.1.10. Promote organizational esprit de
  • corps and foster good community relations by
    supporting professional organizations as well as
    unit, base, and Air Force events. Also, encourage
    subordinates to do the same.

    Congress. NGAUS and EANGUS are members of The
    Military Coalition (TMC).

What has MONGA, NGAUS and EANGUS done for me?
  • FY 2008 NDAA
  • Lowers the eligibility age for retirement by
    three months for each 90 days a Guard member
    serves on certain types of active duty.  The
    active duty must be served after the NDAA was
    enacted, and eligibility cannot be reduced below
    50 years of age

2007 Not much happened in Congress
  • 2006
  • After a 7-year campaign, all Guardsmen were
    granted better access to TRICARE at an affordable
    rate
  • Lowered the basic housing allowance threshold
    from 140 days to 30 days for members of the Guard.

  • TRICARE Select Reserve at one rate for ALL Guard
    members
  • Stopped DOD attempts to increase TRICARE fees,
    co-payments, and deductibles
  • 2004
  • TRICARE access 90 days prior to mobilization and
    180 days after separation

2008 Missouri Legislature
  • SB 806-This act provides that the U.S. and
    Missouri state flags shall be flown at half-staff
    for one full day whenever a Missouri resident is
    killed in the line of duty during military
    service.

2008 Missouri Legislature (Cont)
  • SB 830- This act shall be known as the "Missouri
    Returning Heroes' Education Act," and provides
    that all public institutions of higher education
    that receive any state funds appropriated by the
    general assembly shall limit the tuition charged
    to combat veterans to fifty dollars per credit
    hour, for any program leading to a certificate,
    or an associate or baccalaureate degree.

  • SB 830 (Cont)-A combat veteran is any person
    who served in armed combat after September 11,
    2001, who was a Missouri resident when first
    entering the military, and who was discharged
    from military service under honorable conditions.

  • House Bill 444, the Senior Tax Justice Act,
    Passed - Signed Into Law By Governor Blunt July
    5, 2007
  • Phased in state income tax exemption for military
    retirement pay at age 62

  • Passage of legislation that will exempt all
    military retirement pay, regardless of age, from
    Missouri state income tax.
  • Others determined to be in the best interest of
    the members of the MONGA this legislative year

Membership Goals
  • Every current member, recruit one new member or
    former member in 2009
  • Increase MONGA, NGAUS and EANGUS memberships by
    15 or more during 2009
  • Stretch Goal Be the state with the greatest
    increase in national memberships by June 30, 2009
