1
Joint WMO/IOC Technical Commission for
Oceanography and Marine Meteorology (JCOMM)Ship
Observations Team (SOT)
  • Teruko Manabe
  • WMO Secretariat

2
  • What is JCOMM
  • What is SOT
  • VOS Panel
  • SOOP Implementation Panel
  • ASAP Panel
  • collaboration between SOT and CO2 panel

3
JCOMMJoint WMO/IOC Technical Commission for
Oceanography and Marine Meteorology
  • Intergovernmental coordination, regulation and
management of operational marine meteorology and
    oceanography
  • Equivalent for the oceans of existing body for
    operational meteorology
  • Integrated operational ocean observing system
    and data management
  • New products and services, close user
    interaction
  • Involvement of all maritime countries
  • An implementation mechanism for global GOOS
  • Needs strong regional interactions and support

4
  • JCOMM provides a global framework for the
    intergovernmental coordination of operational
    oceanography and marine meteorology
  • Traditional responsibilities
  • Implementation mechanism for global GOOS
  • Organizational and operational structure similar
to that for the World Weather Watch
  • Global, regional and national

5
where we are now
  • Ship-based observations
  • 6000 VOS observing meteorology and surface
    oceanography
  • 120 SOOP for subsurface TS
  • 20 ASAP for upper air
  • Liaison with ocean CO2 community
  • 1400 drifters observing meteorology and surface
    oceanography
  • 100s of ocean buoys for met ocean
  • 400 sea level stations in GLOSS
  • Argo liaison
  • JCOMMOPS support
  • Sea ice monitoring, satellite and in situ
  • Ocean satellites

6
Requirements
  • Maritime Safety and transport
  • Large proportion of global commerce
  • Critically sensitive to marine weather and
    climate
  • Safe and economic sea transport for sustainable
    development
  • Natural disaster prevention
  • Tropical cyclones, waves and storm surges
  • Maximum impact in coastal areas
  • Operational forecasts and warnings, meteorology,
    oceanography, hydrology
  • Global Climate Study
  • Marine/ocean data to support
  • Seasonal to interannual
  • Decadal plus climate studies

  • Voluntary Observing Ship (VOS) Panel
  • Automated Shipboard Aerological Programme (ASAP)
    Panel
  • Ship-of-Opportunity Programme (SOOP)
    Implementation Panel (SOOPIP)
  • To maintain, coordinate, and integrate these
programmes to support the range of presently
    defined operational and research applications
  • Ensure that there is proper coordination in
dealing with the volunteer ships and their crew
  • Deal with common technical issues, such as
    telecommunications
  • Look for and develop other areas of synergy

  • Scientific objectives
  • OOPC and CLIVAR Ocean Observations Panel ,(TOGA,
    WOCE)
  • OOPC, SOOPIP and CLIVAR UOP convened a workshop
to review the upper ocean thermal network
    (Melbourne, 1999)
  • Implementation
  • the status of the SOOP XBT network
  • how to implement the recommendation of the
    workshop
  • frequently repeated XBT network, as recommended
    by the review
  • high-density XBT network, as recommended by the
    review
  • XBT sampling by SOOPIP during the first half of
    2001
  • Surface salinity sampling using
    thermosalinographs
  • a comprehensive project plan of establishing a
surface salinity network is under development.

SOOPIP (SOOP Implementation Panel)
  • Data Management and Programme Monitoring
  • Real-time (low-resolution) and delayed mode
    (high-resolution) data
  • GTSPP (Global Temperature and Salinity Profile
    Project)
  • WOCE/CLIVAR Data Assembly Centres (scientific
    data quality control)
  • SOOP Task Team on Quality Control and Automated
    Systems (TT/QCAS)
  • Sampling and Resource
  • Multidisciplinary Sampling

11
SOOP Implementation Panel
  • Review, recommend on and, as necessary,
    coordinate the implementation of specialized
    shipboard instrumentation and observing
    practices
  • Coordinate the exchange of technical information
    on equipment and expendables, development,
    functionality, reliability and accuracy
  • Ensure the distribution of available programme
resources to ships to meet the agreed sampling
strategy in the most efficient way
  • Ensure the transmission of low resolution data in
real time from participating ships ensure that
delayed more high resolution data are checked and
distributed in a timely manner to data processing
    centres
  • Maintain, through the SOOP Coordinator,
    appropriate inventories, monitoring reports and
    analyses, and information exchange facilities
  • Provide general guidance to the coordinator in
    his support for the SOOP.
