Title: How to Sample Stormwater Under the Industrial General Stormwater Permit

1
How to Sample Stormwater Under the Industrial
General Stormwater Permit
  • William J. Taylor
  • Taylor Associates, Inc.

2
Who is this Review For?
  • Permittee staff responsible to do the actual
    sampling and,

3
Who For? cont.
  • Supervisors and Executives of those staff

4
What to Cover for Monitoring
  • Permit status where are the monitoring
    requirements?
  • Whats the basic idea for monitoring?
  • Where?
  • How often?
  • How to sample?
  • What parameters?

5
Industrial Stormwater General Permit Status
  • November 2007 Draft Permit is not going to be
    finalized
  • Next Draft possibly by June 2009Sooo . . .
  • The current permit is still in effect!

6
For Current Permit Information
  • Go to the WDOE Web site http//www.ecy.wa.gov/pr
    ograms/wq/stormwater/index.html
  • Most of the following is in the permit pgs. 22 -
    32

7
Whats the Basic Idea for Sampling?
  • Collect water
  • Deliver to the lab
  • Send in your report to DOE

8
1st Thing to Do Write Your Monitoring Plan! Pg
46
  • Discharge Points
  • Visual Monitoring
  • Who does it?
  • Where do the samples go?
  • Parameters
  • Procedures for. . . Sample Collection
  • Sending Samples to the Lab
  • Submitting Results to Ecology

9
Next, Identify Coordinate with your Certified
Lab
  • Pick up bottles
  • Then deliver samples on ice with a chain of
    custody form
  • Receive results later

10
Where to Sample
  • As close to point of discharge as reasonably
    practical
  • At each distinct points of discharge
offsite i.e. where activities and site
    conditions vary

11
Where to Sample
  • As close to point of discharge as reasonably
    practical
  • At each distinct point of discharge offsite i.e.
where activities and site conditions vary

12
Where to Sample, cont.
  • Characterize your collection system for
    co-mingled flows or
  • run-on from offsite flows

13
Where to Sample, cont.
  • Confirm your system in the field

14
When to Sample
  • Permit criteria says 0.1 inches in a 24 hr.
period, and only a trace of rainfall in the
    preceeding 24 hours

15
When to Sample, cont.
  • For optimal success, track and anticipate your
    storms
  • Pick relatively high intensity storms
  • Take a grab sample in the first hour, or
  • Take time or flow paced samples w/in 30 minutes
    for 2 hours.

16
When to Sample, cont.
  • Track your storms!

17
How to Sample
  • Grab vs. time-paced or flow-paced samples,
  • Grab sampling will be generally the easiest
  • Time and flow paced sampling require
sophisticated equipment but will average the
    concentrations over time or flow

18
Monitoring Instruments
  • Autosamplers
  • Passive grab samplers

19
How to Sample, cont.
  • Develop a field data sheet (Write-in-the-Rain)
for time, place, conditions, visual inspection,
    etc.
  • Use clean hands dirty hands technique for
    metals

20
What Parameters to Analyse?
  • Turbidity (NTUs)
  • pH
  • Total Zinc (µg/l)
  • Petroleum Oil and Grease (mg/l)

21
Deliver Samples to the Lab
  • Holding times are less than 24 hrs. for the
    shortest time
  • Store and deliver on ice
  • Fill out the chain of custody

22
Finally, done for the quarter!
  • Receive analytical results from the lab
  • Complete the Discharge Monitoring Report (DMR),
    and
  • Get ready for the next quarter!
