What is USGSC?

University System of Georgia Staff Council
The intent of USGSC is to advance the mission of
the system asa whole and to promote and foster
the welfare of system staff through the
collective creativity of representatives from
each system institution.
VSU COSA has been a member since 1996

USGSC continued
  • VSU COSA will designate 2 reps each year to
    attend USGSC functions.
  • The COSA Chair will serve as the primary contact
    for USGSC
  • The COSA Chair and Chair-Elect will serve as
    designated representatives of VSU to USGSC
    functions
  • If the COSA Chair or Chair-Elect are unable to
    attend USGSC functions the Chair will appoint
    alternative reps from a list of COSA
    volunteers.

Executive Committee Duties
  • Meet monthly throughout the year
  • Empowered to act as executive body of entireCOSA
    membership in cases needing urgent action.
  • Will consider and refer to the appropriate
    committee any issue that affects the general
    welfare of the staff.
  • Will receive and prepare agenda items for COSA

  • Provide means for VSU employees to receive
    recognitionfor outstanding job performance.
  • Develop criteria for nominations and carry out
    selection process.
  • Arrange for nominees attendance at the regular
    COSA meeting to receive recognition.
  • Arrange for university President to be present to
    make presentation to the winner.

Welfare Committee
  • Chaired by COSA Chair-Elect
  • Purpose is to facilitate the development of
    jobskills and supervisory skills,
    compensation,benefits, and welfare of all staff
    employees.
  • Note Specific grievances without the proper
    steps for grievance issues will not be
    entertained by any committee or the COSA
    membership.

Welfare Subcommittees
  • Retirement Walkway/Employee Recognition Committee
  • Responsible for fundraising and efforts to
    develop and suppose the retirement walkway and
    other employee recognition programs. Will
    organize and facilitate the annual Retired
    Faculty and Staff Luncheon

  • COSA on the Move
  • Responsible for setting up and staffing staff
    meetings once per term at various
    locationsthroughout campus enabling staff to
    express needs and concerns to COSA
    representatives.

  • Staff Development
  • Responsible for searching for staff
    development
  • by conducting surveys of the staff of VSU.
    Should recommend ideas for staff development
    seminars and cooperate and help with the creation
    of staff development opportunities.

Policy Committee
  • Chaired by Parliamentarian
  • Purpose is to formulate and recommand
    university-wide policies and procedures related
    to all staff employees of the university.
  • Should perform maintenance to the COSA Bylaws
    and present recommended changes at regular
    meetings for discussion.

Other Committees
  • Ad Hoc Committees Created and disbanded as
    necessary.
  • University-Wide Committees When needed the
    Chair will appoint an observer to the committee.

Communications
  • Mail Secretary responsible for collecting mail
    from COSAs mailbox
  • News Media Public Relations officer responsible
    for informing news media concerning COSA events
  • Meetings COSA members are expected to attend
    scheduled meetings.
