Eligibility Criteria

• FRGS is open to all full time academic staff who
  are permanent / contract
• contract staff are required to submit contractual
  document as proof of service status
• Part time staff and part time academic staff who
  are on study leave are not eligible to apply for
  this grant

Grant Application

• Applications for FRGS must use the latest
  Fundamental Research Grant Scheme (FRGS) Form
  from the Ministry of Higher Education,MoHE
• Applications are open to all research projects
  that fulfill the criteria and research areas
  outlined under FRGS
• IPTAs/IHL are given the flexibility to determine
  the focus area of research in the respective
  IPTAs/IHL

Grant Application Criterias

Selection Criteria

• The research project applied from FRGS must be
  able to generate new ideas which in turn will
  spawn another research project
• The research project that include humanistic
  issues and social sciences to improve the
  overall Quality of Life
• Research that improves or value add to the
  existing policies / solutions / methodologies
• Research projects which are niche areas for IHL
  as well as strategic projects of national
  interest which are able develop an industry for
  national development

Other Selection Criteria

• Assessments are based on Application Assessment
  Guidelines determined by the Ministry of Higher
  Education
• Fundamental research project that is carried out
  within a period of 2 years minimum (up to a
  maximum of 3 years) and if it is less than 1
  year, requires justification from RMC
• New universities are supported to encourage them
  to create a culture of research, development and
  commercialisation

Application Requirements

• Cost relevant to attending research seminars
  currently undertaken are allowed
• Research staff who are on study leave / full time
  Research Assistants (RA) / full time Research
  Officers (RO) are not allowed to apply for this
  grant
• For research staff who submit more than 1
  application, only 1 application will be
  considered by the Evaluation Committee

Application Requirements

• Three (3) copies of the Application Forms need to
  be submitted for each application, to the
  Research Management Centre of each University,
  who will submit it to
• Institution of Higher Education Excellence
  Planning Division, Department of Higher
  Education, Level 3, Block E9,Complex E ,Federal
  Government Administrative Centre,62505 Putrajaya
  .
• Applicants are only allowed to become Project
  Leader for 1 project application only.
• Only 1 project application will be considered at
  each Phase
• There is no ceiling amount determined for this
  Grant

• Required to train at least two (2) Ph.D
  students or three (3) Masters students or a
  combination of both
• OR
• - Two (2) Years Project -
• Required to train at least one (1) Ph.D
  students or two (2) Masters students or a
  combination of both
• OR
• - Required to train at least one (1) Ph.D
  students or one(1) Masters students or a
  combination of both

• The maximum period allowed for the research
  project undertaken under FRGS is three (3) years
• For research projects that are more than or less
  than three (3) years duration, the approval
  justification is dependent on the Research
  Management of each respective IPT (IHL)
• Full time Research Assistants (RA) or Research
  Officers (RO) cannot be appointed as members of
  the research project.
• However, Project Leaders can appoint Graduate
  Research Assistant (GRA) as one of the research
  project members with a monthly allowance of
  RM1,000.00 or other amount determined by the IPT
  (IHL) .

Closing Date

• The Submission Opening Date and Closing Date will
  be announced by the Ministry via official letter
  to IHL.

Evaluation of Fundamental Research Grant

• FRGS Grant Application will be evaluated by the
  Evaluation Committee consisting of technical
  experts

Evaluation of Fundamental Research Grant

• Chairmen of each committee will forward their
  recommendations to Jk Induk Geran FRGS chaired
  by KP JPT for approval.
• The evaluation made by the Evaluation Committee
  is based on the Guidelines prepared by JPT,
  Ministry of Higher Education (MoHE)

PROJECT MONITORING

• All approved FRGS projects shall be monitored in
  accordance to the following aspects-
• Progress of the project
• Financial progress of the project

• IHL shall submit the following reports to KPT
• FRGS FORM - P1(RMC)
• FRGS FORM - P2(P)
• FRGS FORM - K1(RMC)
• FRGS FORM - K2(RMC)

Notification of Results Disbursement of Fund

• The Official Project Approval letter will be sent
  to the Vice Chancellor of the concerned IHL with
  a copy made to RMC.
• Payment will be made by KPT once the approval
  letter is issued based on the total allocation
  approved by the Committee.

Other Matters

• Project Leader Resigns/ Move to a different IHL
• If Project Leader resigns/ move to a different
  IHL, the grant would remain under the care of the
  first recommended institution.
