Call for ProposalsObjectives
  • receive valuable feedback regarding prospective
    MoS routes and infrastructure interventions and
    improvements in the inter-modal-logistics chain
  • identify mature MoS projects that will become
    part of the MoS Master Plan of the East
    Mediterranean
  • identify mature MoS projects that will become
    part of TEN-T and will contribute to its
    development
  • record the needs of the market (bottom up
    approach) and thus develop the Master Plan of the
    MoS according to these needs
  • encourage realization of MoS projects that have
    good chances of implementation and fall within
    the objectives of the respective governments and
    international agencies in case of funding

MoS projectsSources of funding
  • Mature MoS project proposals that will be
    positively evaluated will be supported to receive
    co-financing by the following instruments
  • TEN-T
  • infrastructure and facilities co-financed up to
    30 for cross-border sections
  • start-up aid limited to 2 years
  • preparatory studies co-financed up to 50,
    through the multi-annual programme and the
    European Economic Recovery Plan work programme.
  • Marco Polo II programme MoS actions, including
    preparatory measures and ancillary
    infrastructure, co-financed up to 35 of total
    eligible costs.
  • Structural Funds Cohesion Funds
  • National State Aid
  • EIB support for MoS either through senior debt
    financing or through the Loan Guarantee
    instrument for TEN-T projects (LGTT).

  • infrastructure for direct land and sea access
  • port facilities,
  • electronic logistics management systems,
  • safety and security procedures
  • administrative and customs procedures
  • year-round navigability, in particular the
    availability of facilities for dredging

MoS Proposals Requirements
  • The proposed MoS projects should be of European
    interest and focus on the development of
    infrastructure, facilities and services
    throughout the transport corridor in order to
  • improve existing maritime links or establish new
    viable, regular and frequent maritime links for
    the transport of goods
  • reduce congestion
  • improve access to peripheral and island regions
    and States
  • streamline freight flows
  • facilitate efficient exchange of information
  • encourage interoperability and co-modality in the
    logistic chain

MoS Proposals Requirements
  • Analytically
  • Elimination of bottlenecks, missing sections
  • Establishment/development of infrastructure for
    access to network, linking island, landlocked and
    peripheral regions with central regions
  • Combination/integration of modes of transport
  • Integration of environmental concerns
  • Gradual achievement of interoperability of
    network components
  • Optimization of capacity and efficiency of
    existing infrastructure
  • Establishment/improvement of interconnection
  • Improved safety and network reliability
  • Development/establishment of systems for network
    traffic and user information
  • Contribution to improved design and better
    implementation of the trans-European transport
    network.

MoS Proposals Who can apply
  • Consortia bringing together at least ports and
    maritime transport operators
  • Ports should be located in at least two different
    Member States, one (or more) of which should be
    located in the participants countries for each
    call
  • EastMed-MoS Greece, Italy, Slovenia, Cyprus and
    Malta
  • WestMed Corridors Italy, Spain, France, Malta
  • Transport operators can be located in any EU
    member state
  • Consortia should include a broad range of
    partners involved in the door-to-door logistic
    chain
  • ports, shipping companies, terminal operators,
    road haulers, rail operators, logistics
    operators, ship brokers, local and/or regional
    public authorities and infrastructure owners,
    other transport infrastructure managers, etc.
  • Consortia should include partners from
    neighboring third countries to provide the
    extension of the proposed MoS to these countries

  • Proposal Title
  • Partner/countries involved and stakeholders
    Contact information
  • General Outline of MoS project (links between
    ports regions, description of new old route,
    description of proposed services, ect)
  • Basic description of participating partners (i.e.
    description of port, port terminal or transport
    operator operations, current infrastructure,
    capacity, freight, traffic/volume, financial
    results).
  • Participating partners should also submit a
    letter of intent signifying their commitment to
    the implementation of the proposed MoS project.

  • belongs to one of the 30 priority projects of TEN
    Guidelines
  • addresses TEN-T priorities
  • addresses objectives, priorities and expected
    results of Call for proposals
  • contributes to internal market, cohesion policy
    and Lisbon strategy
  • generates socio-economic benefits
  • develops new or upgrades existing maritime links
    (mainly freight)
  • integrates constitent parts of the MoS project of
    common interest into the door-to-door intermodal
    transport chain
  • contributes to reduction of road congestion
  • contributes to economic and social issues of the
    countries concerned

  • formal approval at governmental, regional, local
    level
  • political commitments
  • ready for implementation
  • defined procurement procedures
  • risks and factors of uncertainty of
    legal/administrative/technical/other nature
  • commitment of financial resources
  • viability of (the upgrade of) the transport
    services
  • description of whole door-to-door logistics chain
  • help overcome the existing and potential future
    bottlenecks.

    interoperability, regional or national

  • re-balancing of transport modes in favour of the
    most environmentally friendly ones
  • positive and negative effects on the environment
  • adequate measures of prevention, monitoring and
    mitigation
  • Effects on competition
  • impact on existing maritime and inland transport
    operations servicing similar hinterlands

    2025 (modal shift)

MoS Proposals Deadline
  • Deadline for submission of proposals will remain
    open until 15th November 2009.
  • NTUA cooperation with proposers for EAST-MED
  • Support of M-S for submission of MoS positively
    elaluated proposals to TEN-T call for proposals
