  • At all times, locations, and grade levels,
  • parents may independently elect a
  • home-based educational program.

  • A Home-Based Educational Program is defined as
  • A complete academic course using correspondence
    course and/or other appropriate materials in the
    home including virtual online school programs

Home School
  • In lieu of the school at post DSSR education
    allowance, a separate allowance rate is
    authorized each school year for the purchase of
    home-based educational programs and allowable
    materials (under DSSR 274.12b).
  • Grades K-8 up to 5,700
  • Grades 9-12 up to 7,700
  • However, if the local non-DoD school has been
    certified as adequate by the Office of Overseas
    Schools, reimbursement is limited to the school
    at post rate if it is lower than the home-based
    educational program/private instruction allowance.

  • Traditional curriculum textbooks and other
    supplemental materials as may be appropriate for
    math, science, language arts, social studies, and
    other subjects on a grade/age appropriate basis.
  • Instructional CDs/software, curriculum guides,
    and manipulative materials for math, etc.
  • Fees charged for access to libraries and group
    participation in local school-sponsored athletic,
    extracurricular, or music activities that are
    normally free of charge in U.S. public schools.
  • Group participation is defined as a lesson or
    activity with enrollment open to the public, not
    a lesson provided exclusively for a family group.
  • (See Non-Allowable Expenses, item h., below.)
  • Fees for curriculum-related on-line Internet
    services such as study programs, library
    services, and distance learning.
  • Rental of curriculum-related equipment such as
    microscopes or very large band instruments (such
    as a Sousaphone) that would normally be provided
    by U.S. public schools.

  • Required testing materials by either the formal
    home-study course or other authorized program.
  • Advisory teaching service affiliated with the
    selected formally recognized home-study course.
  • Tuition charges, shipping costs, lesson postage,
    on-line Internet and facsimile charges associated
    with formal recognized home-study course or other
    authorized program.

  • Equipment such as computers, keyboards,
    printers, televisions, facsimile and scanning
    machines, calculators, microscopes, and
    furniture.
  • Non-course specific CDs, videos, DVDs.
  • General reading materials and reference materials
    (dictionaries, encyclopedias, globes), etc.
  • Purchase or rental of items that have broader use
    than the course being studied (i.e. computer
    hardware, calculators, band instruments except
    noted above).
  • Expendable supplies (paper, pencils, markers)
    that are normally purchased by parents in the
    U.S.
  • Parental training in home-study private
    instruction.
  • Any form of compensation to the parent such as
    childcare or supervisory costs.

  • Travel and transportation costs at post or away
    from post.
  • Personal telephone, Internet, satellite, cable or
    other available communication subscription fees.
  • Fees for museums, cultural events, or
    performances that would normally be paid by
    parents in the U.S.
  • Private lessons.
  • Membership in gymnasiums, cultural clubs, spas,
    and other private clubs.
  • Textbooks, Bibles, workbooks, daily devotionals,
    or any material primarily for religious
    instruction.
  • Insurance associated with shipping charges. (Do
    not elect optional insurance.)
  • Fees to an independent agency for posting credits
    and issuing transcripts.

  • Notify local NDSP liaison of the desire to
    purchase a home-based educational program and/or
    materials.
  • Select an appropriate home-based educational
    program.
  • The following documentation is required
  • DoDEA Form 610, for each dependent
  • Verification of Eligibility Form (with
    commanders signature)
  • A copy of the sponsors orders plus any
    amendments.
  • If the child(ren) is/are applying for entry to
    kindergarten or first grade, a copy of that
    child's passport or birth certificate is required
    to verify age.
  • Funds Request Sheet
  • Receipt of payment for course materials
  • Note Reimbursement for home-based education
    expenses is based on actual expenses with proof
    of payment by sponsor through the submission of
    receipts (i.e., after-the-fact).

  • Sponsors who elect to purchase educational
    curriculum materials for home-based educational
    programs must submit to the local NDSP liaison
    receipts and an itemized list indicating the
    appropriate dependent(s) for each purchase.
  • Sponsors are responsible for out of pocket
    expenses until the purchase is approved and
    reimbursement processed.
  • Responsibility for documentation rests with the
    sponsor. Receipts must be legible. Itemized lists
    of educational texts or materials must clearly
    indicate relevance to curriculum areas.
