The Case for PSN

• Local Authorities will do poorly in their CAA
  without local collaboration
• Collaboration will need secure and reliable
  network services
• PSN is a foundation stone for the UK Public
  Sector ICT Strategy
• PSN will replace GCSX in 2012
• How would you justify an alternative?

What do you need to do?

• There is no one right answer
• You need to decide what is best for you
• For example need to consider
• On what and with whom must I collaborate?
• With whom may I want to collaborate on shared
  service procurement and delivery?
• When is the right time?
• What about existing contracts?
• Some approaches to obtaining PSN compliant
  services are

Option 1

• GCSX Replacement
• Buy a PSN service through a framework contract to
  replace existing GCSX service

Option 2a

• Regional partnership approach shared governance
• Joint procurement of services under some form of
  partnership arrangement (eg. KPSN, HPSN)
• MoU, partnership agreement, joint venture
• Full OJEU process
• Mandatory requirement PSN compliant
• Lead organisation procures framework
• Call off contracts accessible to all partners

Option 2b

• Regional partnership approach Prime
  Contractor
• One (large in practice) lead organisation buys
  network services
• Full OJEU process clear intention to sell
  services on to other Public Sector Organisations
• Mandatory requirement PSN compliant
• Lead organisation in effect operates like a prime
  contractor
• Other organisation buy services from the lead
  organisation

Option 3

• Regional partnership approach through a
  framework
• Coordinated procurement by a group of local
  government organisations
• All issue SOR at the same time through the same
  framework contract
• Joined up selection criteria
• Each places their own orders through the
  framework contract

• Transforming existing contracts
• There are existing network contracts that could
  be re-engineered to be PSN Compliant.
• Questions that might need to be considered
• Can an existing contract legally be changed to
  make it PSN compliant
• Is the technology appropriate
• Is there any value in doing it rather than
  waiting for the end of the contract
