The Case for PSN
  • Local Authorities will do poorly in their CAA
    without local collaboration
  • Collaboration will need secure and reliable
    network services
  • PSN is a foundation stone for the UK Public
    Sector ICT Strategy
  • PSN will replace GCSX in 2012
  • How would you justify an alternative?

    service procurement and delivery?

  • GCSX Replacement
  • Buy a PSN service through a framework contract to
    replace existing GCSX service

  • Regional partnership approach shared governance
  • Joint procurement of services under some form of
    partnership arrangement (eg. KPSN, HPSN)
  • MoU, partnership agreement, joint venture
  • Full OJEU process
  • Mandatory requirement PSN compliant
  • Lead organisation procures framework
  • Call off contracts accessible to all partners

    Contractor
  • One (large in practice) lead organisation buys
    network services
  • Full OJEU process clear intention to sell
    services on to other Public Sector Organisations
